United Nations Security Council Resolution 1530
United Nations Security Council resolution 1530, adopted unanimously on 11 March 2004, after reaffirming the principles of the United Nations Charter and Resolution 1373 (2001), the council condemned the train bombings in Madrid, Spain, on 11 March 2004. It was passed hours after the attacks. The Security Council reaffirmed the need to combat threats to international peace and security caused by terrorist acts and condemned the bomb attacks in Madrid, in which many people died and people injured. It mistakenly identified the Basque separatist group ETA as responsible for the attacks. It expressed sympathy and condolences to the families of the victims and the people and government of Spain. The resolution called upon all states to co-operate to bring the perpetrators to justice in accordance with their obligations under Resolution 1373. United Nations Security Council Resolution 1373
United Nations Security Council Resolution 1373, adopted unanimously on 28 September 2001, is a counterterrorism measure passed following the 11 September terrorist attacks on the United States. The resolution was adopted under Chapter VII of the United Nations Charter, and is therefore binding on all UN member states. According to the official record of the meeting, the meeting convoked at 9:55 pm and adjourned at 10:00 pm. The five-minute meeting exemplified the Security Council's working method, in which the meeting serves only as a public announcement of a decision that has already been reached in secret in " informal consultations". Although the United States is widely credited with initiating Resolution 1373, once adopted unanimously, the resolution became a common act of the Security Council, and therefore all its members at the time had ownership over it. 2004 Madrid Train Bombings
The 2004 Madrid train bombings (also known in Spain as 11M) were a series of coordinated, nearly simultaneous bombings against the Cercanías Madrid, Cercanías commuter train system of Madrid, Spain, on the morning of 11 March 2004—three days before 2004 Spanish general election, Spain's general elections. The explosions killed 193 people and injured around 2,000. The bombings constituted the deadliest Terrorism, terrorist attack carried out in the history of Spain and the deadliest in Europe since Pan Am Flight 103, 1988. The official investigation by the Audiencia Nacional, Spanish judiciary found that the attacks were directed by al-Qaeda, allegedly as a reaction to Spain's involvement in the 2003 invasion of Iraq, 2003 US-led invasion of Iraq.
