A United Nations Security Council resolution is a United Nations resolution adopted by the fifteen members of the Security Council (UNSC); the United Nations (UN) body charged with "primary responsibility for the maintenance of international peace and security". The UN Charter specifies (in Article 27) that a draft resolution on non-procedural matters is adopted if nine or more of the fifteen Council members vote for the resolution, and if it is not vetoed by any of the five permanent members. Lebanon is a parliamentary democratic republic within the overall framework of confessionalism, a form of consociationalism in which the highest offices are proportionately reserved for representatives from certain religious communities. The constitution of Lebanon grants the people the right to change their government. However, from the mid-1970s until the parliamentary elections in 1992, the Lebanese Civil War (1975–1990) precluded the exercise of political rights.
