1999 Ukrainian Presidential Election
Presidential elections were held in Ukraine on 31 October 1999, with a second round on 14 November. Nohlen, D & Stöver, P (2010) ''Elections in Europe: A data handbook'', p. 1976. The result was a victory for Leonid Kuchma, who defeated Petro Symonenko in the run-off. Electoral system At the time of election the population in Ukraine was 50,105,600 with 34,017,400 living in cities. The most districts contained the Donetsk Oblast (23) as the most populous one, the least electoral districts among oblasts were in the Chernivtsi Oblast, only 4. The city of Kyiv had 12 electoral districts and Sevastopol - 2. There also was a special ''out-of-country district'' available for voters who at the moment of elections were not available to vote in Ukraine. Volodymyr (Romaniuk)
Volodymyr (secular name Vasyl Omelianovych Romaniuk, uk, Василь Омелянович Романюк; December 10, 1925, Kosiv Raion, Khymchyn – July 14, 1995, Kyiv) was the Patriarch of the Ukrainian Orthodox Church – Kyiv Patriarchate. Initially consecrated as a bishop of the Ukrainian Autocephalous Orthodox Church by bishop Ioan (Bodnarchuk), Ioan in 1990, Volodymyr became one of the founders of the united Ukrainian Orthodox Church - Kyiv Patriarchate, Ukrainian Orthodox Church in June 1992. Biography He was an ex-political (member of Organization of Ukrainian Nationalists, OUN) prisoner who was imprisoned by communist Soviets for 17 years (1944–1954, 1972–1979). In 1979 he became a member of the Ukrainian Helsinki Group, was exiled from 1979 till 1982, and became a political emigrant at the end of the 1980s. Vasyl Onopenko
Vasyl Onopenko ( uk, Василь Васильович Онопенко; born 10 April 1949) is a Ukrainian judge, and politician. Onopenko is from Vinnytsia Oblast. He graduated the Kharkiv Law Institute in 1975 and later a candidate dissertation in 1994. In 1976-1981 Onopenko was a judge of the Lityn Raion court, later in the Chernihiv Oblast court. In 1985-1991 he was a judge of the Supreme Court of Ukraine. In 1992 he was appointed a Minister of Justice of Ukraine (Kuchma government, Second Masol government). At the post in 1994 Onopenko created own political party, the Party of Human Rights. Sometime in 1995 his party was united with Social Democratic Party of Ukraine and Ukrainian Party of Justice into Social Democratic Party of Ukraine (united).
