Dr. Tsui Shung-yiu, SBS, JP is a former Director of the Hong Kong Marine Department. He was awarded the Silver Bauhinia Star The Silver Bauhinia Star (, SBS) is the second Bauhinia Star rank in the honours system of Hong Kong, awarded to people who have taken a leading part in public affairs or voluntary work over a long period. The award was created in 1997 to repla ... in 2006. Tsui retired as director after 28 years with the Government. He was a member of the marine and naval architecture discipline advisory panel of the HKIE (Hong Kong Institute of Engineers). He was part of a high-level delegation to promote Hong Kong's maritime services at the Posidonia 2002 International Shipping Exhibition in Greece in June 2002. A justice of the peace (JP) is a judicial officer of a lower or ''puisne'' court, elected or appointed by means of a commission ( letters patent) to keep the peace. In past centuries the term commissioner of the peace was often used with the same meaning. Hong Kong Marine Department
The Marine Department of the Hong Kong Government is responsible for maintaining safety and environmental protection of the harbour (Port of Hong Kong), ships registered/foreign ships in Hong Kong and monitor shipping traffic in Hong Kong Waters, search and rescue operations for large waters of the South China Sea. Its head office is in the Harbour Building in Central, Hong Kong. It also conducts investigations of marine accidents. The department is led by the Director of Marine, Agnes Wong, who reports to the Secretary for Transport and Housing.
