Truth Commission (Panama)
The Panama Truth Commission was appointed by Panamanian president Mireya Moscoso in 2000 to investigate crimes committed under the military rule of Omar Torrijos and Manuel Noriega. In December 2000, human remains were discovered at a Panamanian National Guard base, incorrectly believed to be those of Jesús Héctor Gallego Herrera, a priest murdered during the Torrijos dictatorship. Moscoso appointed a truth commission to investigate the site and those at other bases. The commission faced opposition from the Democratic Revolutionary Party (PRD), which had been the party of both Torrijos and Noriega. The PRD-controlled National Assembly slashed the commission's funding, and PRD president Balbina Herrera threatened to seek legal action against the president for its creation. The commission ultimately reported on 110 of the 148 cases it examined, of which 40 had disappeared and 70 were known to be murdered. Juan Carlos Varela Rodríguez (; born 13 December 1963) is a Panamanian businessman and former politician who served as the President of Panama from 2014 to 2019. Varela was Vice President of Panama from 2009 to 2014, and Minister of Foreign Relations from July 2009 to August 2011. He was President of the Panameñistas, the third-largest political party in Panama, from 2006 to 2016. Martín Torrijos
Martín Erasto Torrijos Espino (; born July 18, 1963) is a Panamanian politician who was President of Panama from 2004 to 2009. He was fathered out of wedlock by Panamanian military ruler Omar Torrijos, the ''de facto'' head of Panama from 1968 to 1981. Martín Torrijos was educated in economics and political science in the United States. He then returned to Panama, becoming active in the Democratic Revolutionary Party (PRD). He was the party's presidential candidate in the 1999 general election, losing to Arnulfista Party candidate Mireya Moscoso. In the 2004 presidential election, he ran again as the PRD candidate. This time, his primary rival was Solidarity Party candidate Guillermo Endara, whom Torrijos defeated 47% to 31%. Floyd Britton
Floyd Britton (April 21, 1937 in Colon – November 29, 1969 in Coiba Island), one of Panama's most important leftist leaders of the twentieth century. He came from an immigrant black family that had come to Panama for better employment opportunities. A student leader from his days in secondary school, which he graduated in 1958, he participated in a failed guerrilla revolt the following year and then enrolled in the University of Panama. He quickly became a leader of the militant Revolutionary Action Movement (RAM) and of the Federation of Students of Panama (FEP), organized anti-imperialist protests against U.S. colonialism, attended conferences in Cuba, and joined the People's Party of Panama, Panama's first and main Marxist party. Inhuman Or Degrading Treatment
Cruel, inhuman or degrading treatment (CIDT) is treatment of persons which is contrary to human rights or dignity, but is not classified as torture. It is forbidden by the Universal Declaration of Human Rights, Article 3 of the European Convention on Human Rights, the United Nations Convention against Torture and the International Covenant on Civil and Political Rights. Although the distinction between torture and CIDT is maintained from a legal point of view, medical and psychological studies have found that it does not exist from the psychological point of view, and people subjected to CIDT will experience the same consequences as survivors of torture. The United States invasion of Panama, codenamed Operation Just Cause, lasted over a month between mid-December 1989 and late January 1990. It occurred during the administration of President George H. W. Bush and ten years after the Torrijos–Carter Treaties were ratified to transfer control of the Panama Canal from the United States to Panama by January 1, 2000. The primary purpose of the invasion was to depose the ''de facto'' Panamanian leader, General Manuel Noriega. He was wanted by the United States for Racket (crime), racketeering and drug trafficking. Guillermo David Endara Galimany (May 12, 1936 – September 28, 2009) was a Panamanian politician who served as the President of Panama from 1989 to 1994. Raised in a family allied to Panameñista Party founder Arnulfo Arias, Endara attended school in exile in the United States and Argentina following Arias's removal from power. Endara later received a law degree in Panama. He subsequently served as a member of Panama's National Assembly, and briefly as a government minister before heading into exile again following Arias' third overthrow. After Arias' death in 1988, Endara became a leading opponent of the Manuel Noriega military dictatorship, heading the opposition coalition in the 1989 presidential election.
