Community Policing
Community policing, or community-oriented policing (COP), is a strategy of policing that focuses on developing relationships with community members. It is a philosophy of full-service policing that is highly personal, where an officer patrols the same area for an extended time and develops a partnership with citizens to collaboratively identify and solve problems. The goal is for police to build relationships with the community, including through local agencies to reduce antisocial behaviour and low-level crime,Brown, L. and Wycoff, M.D., "Policing Houston: reducing fear and improving services", ''Crime and Delinquency'' (Jun. 1987): 71–89.Bobinsky, Robert, "Reflections on community-oriented policing", ''FBI Law Enforcement Bulletin'' (Mar. 1994): 15–19. but the broken windows theory proposes that this can reduce serious crimes as well. Community policing is related to problem-oriented policing and intelligence-led policing, and contrasted with reactive policing strategies ...

Enron
Enron Corporation was an American energy, commodities, and services company based in Houston, Texas. It was founded by Kenneth Lay in 1985 as a merger between Lay's Houston Natural Gas and InterNorth, both relatively small regional companies. Before its bankruptcy on December 2, 2001, Enron employed approximately 20,600 staff and was a major electricity, natural gas, communications, and pulp and paper company, with claimed revenues of nearly $101 billion during 2000. ''Fortune'' named Enron "America's Most Innovative Company" for six consecutive years. At the end of 2001, it was revealed that Enron's reported financial condition was sustained by an institutionalized, systematic, and creatively planned accounting fraud, known since as the Enron scandal. Enron has become synonymous with willful corporate fraud and corruption. The scandal also brought into question the accounting practices and activities of many corporations in the United States and was a factor in the enac ...

Critical Mass (cycling)
Critical Mass is a form of direct action in which people meet at a set location and time and travel as a group through their neighbourhoods on bikes. The idea is for people to group together to make it safe for each other to ride bicycles through their streets, based on the old adage: ''there's safety in numbers''. Critical Mass events highlight the numbers of people who want to use their bike on the streets, but are usually unable to do so without risking their safety. They are a call to action to councils, governments and road planners to properly and thoughtfully design in the safety of all road users, including those who would prefer to walk and cycle, instead of prioritising motor traffic above all else. The event originated in 1992 in San Francisco (typically held on the last Friday of every month); by the end of 2003, the event was being held in over 300 cities around the world. Critical Mass has been described as "monthly political-protest rides", and characterized as be ...

Mayor
In many countries, a mayor is the highest-ranking official in a municipal government such as that of a city or a town. Worldwide, there is a wide variance in local laws and customs regarding the powers and responsibilities of a mayor as well as the means by which a mayor is elected or otherwise mandated. Depending on the system chosen, a mayor may be the chief executive officer of the municipal government, may simply chair a multi-member governing body with little or no independent power, or may play a solely ceremonial role. A mayor's duties and responsibilities may be to appoint and oversee municipal managers and employees, provide basic governmental services to constituents, and execute the laws and ordinances passed by a municipal governing body (or mandated by a state, territorial or national governing body). Options for selection of a mayor include direct election by the public, or selection by an elected governing council or board. The term ''mayor'' shares a linguistic ...

Portland began using a commission form of government in 1913 following a public vote on May 3 of that year. Each elected official serves a four-year term, without term limits. Each city council member is elected at-large.
