Tees Valley Combined Authority
The Tees Valley Combined Authority (TVCA) is the combined authority for the Tees Valley urban area in England consisting of the following five unitary authorities: Darlington, Hartlepool, Middlesbrough, Redcar and Cleveland and Stockton-on-Tees, covering a population of approximately 700,000 people. It was proposed that a combined authority be established by statutory instrument under the Local Democracy, Economic Development and Construction Act 2009. It is a strategic authority with powers over transport, economic development and regeneration. The Combined Authority was established on 1 April 2016, after Local Government Minister James Wharton MP signed the necessary Order. It was announced in October 2015 that voters in the region covered by the Authority would directly elect a Mayor in 2017. Local Democracy, Economic Development And Construction Act 2009
The Local Democracy, Economic Development and Construction Act 2009 is an Act of the Parliament of the United Kingdom. The legislation places a duty on local authorities to promote understanding of the functions and democratic arrangements of the authority among local people. It establishes the framework for the establishment and functioning of the local authority leaders' boards that have been set up in the eight English Regions outside London. It allows the creation of appointed combined authorities covering multiple local authority areas. Part 8 of the Act amends Part 2 of the Housing Grants, Construction and Regeneration Act 1996 in relation to “construction contracts”. Teesside
Teesside () is a built-up area around the River Tees in the north of England, split between County Durham and North Yorkshire. The name was initially used as a county borough in the North Riding of Yorkshire. The Mayor of the Tees Valley, styled as the Tees Valley Mayor, is a combined authority metro mayor, first elected in May 2017. The mayor is leader of the Tees Valley Combined Authority. The office was created under the Cities and Local Government Devolution Act 2016 which allowed for the creation of 'Metro mayors' to lead combined authorities in England. Andy Preston (born 31 July 1966) is an English politician, charity chairman, and businessman. He was elected Mayor of Middlesbrough in May 2019. He previously stood for the role of elected mayor of Middlesbrough in 2015. He was previously well known on Teesside as a high-profile philanthropist, having enjoyed a successful career in the town.
