Turkish Council Of State
The Council of State ( tr, Danıştay) is the highest administrative court in the Republic of Turkey and is located in Ankara. Its role and tasks are prescribed by the Constitution of Turkey within the articles on the supreme courts. According to Article 155 of the Turkish Constitution (1982), "The Council of State is the last instance for reviewing decisions and judgements given by administrative courts and which are not referred by law to other administrative courts. It shall also be the first and last instance for dealing with specific cases prescribed by law. The Council of State shall try administrative cases, give its opinion within two months of time on draft legislation, the conditions and the contracts under which concessions are granted concerning public services which are submitted by the Prime Minister and the Council of Ministers, examine draft regulations, settle administrative disputes and discharge other duties as prescribed by law. Constitution Of Turkey
The Constitution of the Republic of Turkey ( tr, Türkiye Cumhuriyeti Anayasası), also known as the Constitution of 1982, is Turkey's fundamental law. It establishes the organization of the government and sets out the principles and rules of the state's conduct along with its responsibilities in regards to its citizens. The constitution also establishes the rights and responsibilities of the latter while setting the guidelines for the delegation and exercise of sovereignty that belongs to the Turkish people. The constitution was ratified on 7 November 1982. It replaced the earlier Constitution of 1961. The constitution was amended nineteen times, three of them through a referendum: 2007, 2010, 2017, one of them partly through referendum: 1987. An administrative court is a type of court specializing in administrative law, particularly disputes concerning the exercise of public power. Their role is to ascertain that official acts are consistent with the law. Such courts are considered separate from general courts. The administrative acts are recognized from the hallmark that they become binding without the consent of the other involved parties. The contracts between authorities and legal persons governed by private law fall usually to the jurisdiction of the general court system. Ankara ( , ; ), historically known as Ancyra and Angora, is the capital of Turkey. Located in the central part of Anatolia, the city has a population of 5.1 million in its urban center and over 5.7 million in Ankara Province, making it Turkey's second-largest city after Istanbul. Serving as the capital of the ancient Celtic state of Galatia (280–64 BC), and later of the Roman province with the same name (25 BC–7th century), the city is very old, with various Hattian, Hittite, Lydian, Phrygian, Galatian, Greek, Persian, Roman, Byzantine, and Ottoman archeological sites. Turkish Council Of State Shooting
The Turkish Council of State shooting occurred on 17 May 2006. Alparslan Arslan entered the Council of State building in Ankara and shot five judges, killing judge Mustafa Yücel Özbilgin. Arslan was sentenced to life imprisonment in 2008. Incident On 17 May 2006, gunman Alparslan Arslan made his way into the Council of State building in Ankara and subsequently shot five judges. According to the deputy head of the Council of State, Arslan shouted "I am the soldier of God". One of the wounded judges, Mustafa Birden, had been criticized for ruling against teachers wearing Muslim head scarves. Judge Mustafa Yücel Özbilgin suffered a gunshot wound to the head and after six hours of surgery was pronounced dead later that day in a hospital in Ankara.
