Truly Hatchett
Truly Hatchett (June 17, 1881 - April 1, 1970) was a real estate investor and state legislator in Maryland. He and Emery Cole were the first African Americans to serve in the Maryland House of Delegates. He joined the House on November 2, 1954. He represented Baltimore. He was a Democrat. In 1928, he served as Exalted Ruler of the Monument Lodge of Benevolent and Protective Order of Elks. He had two brothers, a half-brother, and three half-sisters. The Maryland House of Delegates is the lower house of the legislature of the State of Maryland. It consists of 141 delegates elected from 47 districts. The House of Delegates Chamber is in the Maryland State House on State Circle in Annapolis, the state capital. The Benevolent and Protective Order of Elks (BPOE; also often known as the Elks Lodge or simply The Elks) is an American fraternal order founded in 1868, originally as a social club in New York City. History The Elks began in 1868 as a social club for minstrel show performers, called the "Jolly Corks". It was established as a private club to elude New York City laws governing the opening hours of public taverns. The Elks borrowed rites and practices from Freemasonry. Membership Belief in a Supreme Being became a prerequisite for membership in 1892. The word "God" was substituted for Supreme Being in 1946. The following is a list of African-American holders of public office from 1900 to 1959. This period saw setbacks for African Americans following the Reconstruction era after "Redeemer" Democrats retook control of the South and restored white supremacy in government. African-Americans were largely barred from voting and almost entirely obstructed from public office in former Confederate states under the Jim Crow regime.
