Transatlantic relations refer to the historic, cultural, political, economic and social relations between countries on both side of the Atlantic Ocean. Sometimes it specifically means relationships between the Anglophone North American countries (the United States and Canada), and particular European countries or organizations, although other meanings are possible. There are a number of issues over which the United States and Europe generally disagree. Some of these are cultural, such as the U.S. use of the death penalty, some are international issues such as the Middle East peace process where the United States is often seen as pro-Israel and where Europe is often seen as pro-Arab (or at least neutral), and many others are trade related. The Atlantic Ocean is the second-largest of the world's five oceans, with an area of about . It covers approximately 20% of Earth's surface and about 29% of its water surface area. It is known to separate the " Old World" of Africa, Europe and Asia from the "New World" of the Americas in the European perception of the World. Economic Partnership Agreements (EPAs) are a scheme to create a free trade area (FTA) between the European Union and other countries. They are a response to continuing criticism that the non-reciprocal and discriminating preferential trade agreements offered by the EU are incompatible with WTO rules. The EPAs date back to the signing of the Cotonou Agreement. The EPAs with the different regions are at different states of play. The EU has signed EPAs with the following countries: the Southern African Development Community (SADC), ECOWAS (16 states), six countries in Eastern and Southern Africa, Cameroon, four Pacific states, and the CARIFORUM states. European Commission
The European Commission (EC) is the executive of the European Union (EU). It operates as a cabinet government, with 27 members of the Commission (informally known as "Commissioners") headed by a President. It includes an administrative body of about 32,000 European civil servants. CARIFORUM
The Caribbean Forum (CARIFORUM) is a subgroup of the Organisation of African, Caribbean and Pacific States and serves as a base for economic dialogue with the European Union. It was established in 1992. Its membership comprises the 15 Caribbean Community states, along with the Dominican Republic.
