Functional Constituency (Hong Kong)
In the political systems of Hong Kong, a functional constituency is a professional or special interest group involved in the electoral process. Eligible voters in a functional constituency may include natural persons as well as other designated legal entities such as organisations and corporations. (See: legal personality) History The concept of functional constituencies (FC) in Hong Kong was first developed in the release of "Green Paper: A Pattern of District Administration in Hong Kong" on 18 July 1984 when indirect elections were introduced to the Legislative Council for the first time. The paper suggested that the Legislative Council create 24 seats with 12 seats from different professional interest groups. 2004 Hong Kong Legislative Election
The 2004 Hong Kong Legislative Council election was held on 12 September 2004 for members of the Legislative Council of Hong Kong (LegCo). The election returned 30 members from directly elected geographical constituency, geographical constituencies and 30 members from Functional constituency (Hong Kong), functional constituencies, of which 11 were unopposed. An unprecedented number of 3.2 million people registered to vote in the election. The turnout rate was an unprecedented 55.6% with 1,784,406 voters casting ballots, beating the previous record set in 1998 by 200,000 votes. While Pro-democracy camp in Hong Kong, pro-democratic opposition candidates gained new seats in the legislature, their gains fell short of their expectations. Paulus Johannes Zimmerman
Paulus Johannes Zimmerman (born 8 November 1958), better known as Paul Zimmerman, is a Dutch-born Hong Kong environmentalist, politician and businessman. He is a member of the Southern District Council for Pokfulam and CEO of Designing Hong Kong, a group that advocates better urban design. Early life and business career Zimmerman was born in Rotterdam, Netherlands in 1958, and grew up in the town of Woerden. He set up a student union in high school and joined the editorial board of an underground newspaper. When he was 17, in response to the dismissal of several popular teachers, Zimmerman took part in a demonstration in which protesters barricaded the building. The school was closed for a week and the offending headmaster replaced. He pursued a Master's programme in Social Science (Economics) at Erasmus University in Rotterdam. Yiu Si-wing
Yiu Si-wing BBS (, born 1955) is a director at China Travel Service and a former member of Legislative Council of Hong Kong. Background Yiu began his career in China Travel Service in 1973. In 2011, he joined the Election Committee for Tourism constituency. Yiu was elected as a member of Legislative Council of Hong Kong in 2012 and continued to hold this office in March 2021. 2012 Hong Kong Legislative Election
The 2012 Hong Kong Legislative Council election was held on 9 September 2012 for the 5th Legislative Council (LegCo) since the establishment of the Hong Kong Special Administrative Region. The election was for the new total of 70 seats in LegCo, ten more than previously, with 35 members elected in geographical constituencies through direct elections, and 35 members in functional constituencies. An independent or non-partisan politician is a politician not affiliated with any political party or bureaucratic association. Paul Tse
Paul Tse Wai-chun, JP (, born 1959) is a Hong Kong solicitor, who claims himself as the "Superman of Law". He also owns a small travel agency and was elected to the Legislative Council of Hong Kong for the tourism functional constituency in the 2008 legislative election. He is known for his relationship with celebrity and radio host Pamela Peck. Tse is of Hakka ancestry. Career Tse practised law as a barrister in Australia for seven years after graduating from University of New South Wales. Tse then finished his pupillage in Hong Kong under Justice Peter Nguyen. Tse was called to the bar in 1992 and set up his own firm in 1997. His media stunts and quest for self-publicity have caused controversy.
