Toronto Declaration
The Toronto Declaration: Protecting the Rights to Equality and Non-Discrimination in Machine Learning Systems is a declaration that advocates responsible practices for machine learning practitioners and governing bodies. It is a joint statement issued by groups including Amnesty International and Access Now, with other notable signatories including Human Rights Watch and The Wikimedia Foundation. It was published at RightsCon on May 16, 2018. The Declaration focuses on concerns of algorithmic bias and the potential for discrimination that arises from the use of machine learning and artificial intelligence in applications that may affect people's lives, "from policing, to welfare systems, to healthcare provision, to platforms for online discourse." A secondary concern of the document is the potential for violations of information privacy. Machine learning (ML) is a field of inquiry devoted to understanding and building methods that 'learn', that is, methods that leverage data to improve performance on some set of tasks. It is seen as a part of artificial intelligence. Black Box
In science, computing, and engineering, a black box is a system which can be viewed in terms of its inputs and outputs (or transfer characteristics), without any knowledge of its internal workings. Its implementation is "opaque" (black). The term can be used to refer to many inner workings, such as those of a transistor, an engine, an algorithm, the human brain, or an institution or government. United Nations Human Rights Committee
The United Nations Human Rights Committee is a treaty body composed of 18 experts, established by a 1966 human rights treaty, the International Covenant on Civil and Political Rights (ICCPR). The Committee meets for three four-week sessions per year to consider the periodic reports submitted by the 173 States parties to the ICCPR on their compliance with the treaty, and any individual petitions concerning the 116 States parties to the ICCPR's First Optional Protocol. The Right to an effective remedy is the right of a person whose human rights have been violated to legal remedy. Such a remedy must be accessible, binding, capable of bringing perpetrators to justice, provide appropriate reparations, and prevent further violations of the person's rights. The right to an effective remedy guarantees the individual the ability to seek remedy from the state directly rather than through an international process.
