''The Trace'' is an American non-profit journalism outlet devoted to gun-related news in the United States. It was established in 2015 with seed money from the largest gun control advocacy group Everytown for Gun Safety, which was founded by former New York City mayor Michael Bloomberg, and went live on 19 June of that year. The site's editorial director is James Burnett. History John Feinblatt said the idea for ''The Trace'' stemmed from the difficulties faced by Everytown for Gun Safety, where he serves as President, to obtain "information about gun violence". He used the example of the Tiahrt Amendment (named after its author U.S. Representative Todd Tiahrt (R- KS)), a provision of the 2003 DOJ appropriations bill that prohibited the ATF's National Tracing Center from sharing its firearms trace database with anyone besides law enforcement agencies or prosecutors in a criminal investigation. Non-profit journalism (abbreviated as NPJ, also known as a not-for-profit journalism or think tank journalism) is the practice of journalism as a non-profit organization instead of a for-profit business. NPJ groups are able to operate and serve the public good without the concern of debt, dividends and the need to make a profit. Just like all non-profit organizations, NPJ outfits depends on private donations and or foundation grants to pay for operational expenses. Non-profit journalism history The recent emergence of non-profit journalism may lead some to believe that this is a new trend in a struggling industry. ''The Guardian'' is a British daily newspaper. It was founded in 1821 as ''The Manchester Guardian'', and changed its name in 1959. Along with its sister papers ''The Observer'' and ''The Guardian Weekly'', ''The Guardian'' is part of the Guardian Media Group, owned by the Scott Trust. David Satcher
David Satcher, (born March 2, 1941) is an American physician, and public health administrator. He was a four-star admiral in the United States Public Health Service Commissioned Corps and served as the 10th Assistant Secretary for Health, and the 16th Surgeon General of the United States. Biography Early years Satcher was born in Anniston, Alabama. At the age of two, he contracted whooping cough. A Black doctor, Dr. Jackson, came to his parents' farm, and told his parents he didn't expect David to live, but nonetheless spent the day with him and told his parents how to give him the best chance he could. Satcher said that he grew up hearing that story, and that inspired him to be a doctor. While in college, Satcher was active in the Civil Rights Movement and was arrested on multiple occasions. Dickey Amendment
The Dickey Amendment is a provision first inserted as a rider into the 1996 omnibus spending bill of the United States federal government that mandated that "none of the funds made available for injury prevention and control at the Centers for Disease Control and Prevention (CDC) may be used to advocate or promote gun control." In the same spending bill, Congress earmarked $2.6 million from the CDC's budget, the exact amount that had previously been allocated to the agency for firearms research the previous year, for traumatic brain injury-related research. The amendment was lobbied for by the National Rifle Association (NRA), and named after its author Jay Dickey, a Republican member of the United States House of Representatives from Arkansas.
