The Sunshine Project
The Sunshine Project was an international NGO dedicated to upholding prohibitions against biological warfare and, particularly, to preventing military abuse of biotechnology. It was directed by Edward Hammond. With offices in Austin, Texas, and Hamburg, Germany, the Sunshine Project worked by exposing research on biological and chemical weapons. Typically, it accessed documents under the Freedom of Information Act and other open records laws, publishing reports and encouraging action to reduce the risk of biological warfare. It tracked the construction of high containment laboratory facilities and the dual-use activities of the U.S. biodefense program. Another focus was on documenting government-sponsored research and development of incapacitating "non-lethal" weapons, such as the chemical used by Russia to end the Moscow theater hostage crisis in 2002. The Sunshine Project was also active in meetings of the Biological Weapons Convention, the main international treaty A tr ... Non-governmental Organization
A non-governmental organization (NGO) or non-governmental organisation (see spelling differences) is an organization that generally is formed independent from government. They are typically nonprofit entities, and many of them are active in humanitarianism or the social sciences; they can also include clubs and associations that provide services to their members and others. Surveys indicate that NGOs have a high degree of public trust, which can make them a useful proxy for the concerns of society and stakeholders. However, NGOs can also be lobby groups for corporations, such as the World Economic Forum. NGOs are distinguished from international and intergovernmental organizations (''IOs'') in that the latter are more directly involved with sovereign states and their governments. The term as it is used today was first introduced in Article 71 of the newly-formed United Nations' Charter in 1945. While there is no fixed or formal definition for what NGOs are, they are genera ... [...More Info...]       [...Related Items...]     OR:     [Wikipedia]   [Google]   [Baidu]   |

Biological Warfare
Biological warfare, also known as germ warfare, is the use of biological toxins or infectious agents such as bacteria, viruses, insects, and fungi with the intent to kill, harm or incapacitate humans, animals or plants as an act of war. Biological weapons (often termed "bio-weapons", "biological threat agents", or "bio-agents") are living organisms or replicating entities ( ''i.e.'' viruses, which are not universally considered "alive"). Entomological (insect) warfare is a subtype of biological warfare. Offensive biological warfare is prohibited under customary international humanitarian law and several international treaties. In particular, the 1972 Biological Weapons Convention (BWC) bans the development, production, acquisition, transfer, stockpiling and use of biological weapons. Therefore, the use of biological agents in armed conflict is a war crime. In contrast, defensive biological research for prophylactic, protective or other peaceful purposes is not proh ... Military
A military, also known collectively as armed forces, is a heavily armed, highly organized force primarily intended for warfare. It is typically authorized and maintained by a sovereign state, with its members identifiable by their distinct military uniform. It may consist of one or more military branches such as an army, navy, air force, space force, marines, or coast guard. The main task of the military is usually defined as defence of the state and its interests against external armed threats. In broad usage, the terms ''armed forces'' and ''military'' are often treated as synonymous, although in technical usage a distinction is sometimes made in which a country's armed forces may include both its military and other paramilitary forces. There are various forms of irregular military forces, not belonging to a recognized state; though they share many attributes with regular military forces, they are less often referred to as simply ''military''. A nation's military may ... [...More Info...]       [...Related Items...]     OR:     [Wikipedia]   [Google]   [Baidu]   |

Biotechnology
Biotechnology is the integration of natural sciences and engineering sciences in order to achieve the application of organisms, cells, parts thereof and molecular analogues for products and services. The term ''biotechnology'' was first used by Károly Ereky in 1919, meaning the production of products from raw materials with the aid of living organisms. Definition The concept of biotechnology encompasses a wide range of procedures for modifying living organisms according to human purposes, going back to domestication of animals, cultivation of the plants, and "improvements" to these through breeding programs that employ artificial selection and hybridization. Modern usage also includes genetic engineering as well as cell and tissue culture technologies. The American Chemical Society defines biotechnology as the application of biological organisms, systems, or processes by various industries to learning about the science of life and the improvement of the value of materials ... Biological Weapons
A biological agent (also called bio-agent, biological threat agent, biological warfare agent, biological weapon, or bioweapon) is a bacterium, virus, protozoan, parasite, fungus, or toxin that can be used purposefully as a weapon in bioterrorism or biological warfare (BW). In addition to these living or replicating pathogens, toxins and biotoxins are also included among the bio-agents. More than 1,200 different kinds of potentially weaponizable bio-agents have been described and studied to date. Biological agents have the ability to adversely affect human health in a variety of ways, ranging from relatively mild allergic reactions to serious medical conditions, including serious injury, as well as serious or permanent disability or even death. Many of these organisms are ubiquitous in the natural environment where they are found in water, soil, plants, or animals. Bio-agents may be amenable to "weaponization" to render them easier to deploy or disseminate. Genetic modification m ... Chemical Weapons
A chemical weapon (CW) is a specialized Ammunition, munition that uses chemicals chemical engineering, formulated to inflict death or harm on humans. According to the Organisation for the Prohibition of Chemical Weapons (OPCW), this can be any chemical compound intended as a weapon "or its Precursor (chemistry), precursor that can cause death, injury, temporary incapacitation or sensory irritation through its chemical action. Munitions or other delivery devices designed to deliver chemical weapons, whether filled or unfilled, are also considered weapons themselves." Chemical weapons are classified as weapons of mass destruction (WMD), though they are distinct from nuclear weapons, biological warfare, biological weapons, and radiological weapons. All may be used in warfare and are known by the military acronym NBC (for nuclear, biological, and chemical warfare). Weapons of mass destruction are distinct from conventional weapons, which are primarily effective due to their explos ... Freedom Of Information Act (United States)
The Freedom of Information Act (FOIA), , is the U.S. federal freedom of information law that requires the full or partial disclosure of previously unreleased or uncirculated information and documents controlled by the United States government, state, or other public authority upon request. The act defines agency records subject to disclosure, outlines mandatory disclosure procedures, and includes nine exemptions that define categories of information not subject to disclosure. The act was intended to make U.S. government agencies' functions more transparent so that the American public could more easily identify problems in government functioning and put pressure on Congress, agency officials, and the president to address them. The FOIA has been changed repeatedly by both the legislative and executive branches. Apart from the U.S. federal government's Freedom of Information Act, the U.S. states have their own varying freedom of information laws. The Freedom of Information Act is c ... Dual-use
In politics, diplomacy and export control, dual-use items refers to goods, software and technology that can be used for both civilian and military applications.''Exporting dual-use goods.'' European Commission (accessed Aug 2022) More generally speaking, dual-use can also refer to any goods or technology which can satisfy more than one goal at any given time. Thus, expensive technologies that would otherwise benefit only civilian commercial interests can also be used to serve military purposes if they are not otherwise engaged, such as the . Research And Development
Research and development (R&D or R+D), known in Europe as research and technological development (RTD), is the set of innovative activities undertaken by corporations or governments in developing new services or products, and improving existing ones. Research and development constitutes the first stage of development of a potential new service or the production process. R&D activities differ from institution to institution, with two primary models of an R&D department either staffed by engineers and tasked with directly developing new products, or staffed with industrial scientists and tasked with applied research in scientific or technological fields, which may facilitate future product development. R&D differs from the vast majority of corporate activities in that it is not intended to yield immediate profit, and generally carries greater risk and an uncertain return on investment. However R&D is crucial for acquiring larger shares of the market through the marketisation ... [...More Info...]       [...Related Items...]     OR:     [Wikipedia]   [Google]   [Baidu]   |

Non-lethal
Non-lethal weapons, also called nonlethal weapons, less-lethal weapons, less-than-lethal weapons, non-deadly weapons, compliance weapons, or pain-inducing weapons are weapons intended to be less likely to kill a living target than conventional weapons such as knives and firearms with live ammunition. It is often understood that unintended or incidental casualties are risked wherever force is applied, but non-lethal weapons try to minimise the risk of casualties (e.g. serious/permanent injuries or death) as much as possible. Non-lethal weapons are used in policing and combat situations to limit the escalation of conflict where employment of lethal force is prohibited or undesirable, where rules of engagement require minimum casualties, or where policy restricts the use of conventional force. These weapons occasionally cause serious injuries or death; the term "less-lethal" has been preferred by some organizations as it describes the risks of death more accurately than the term "n ...
