North Eastern Province, Sri Lanka
The North Eastern Province was one of the provinces of Sri Lanka. The province was created in September 1988 by merging the Northern and Eastern provinces. This merger was declared illegal by the Supreme Court of Sri Lanka in 2006. The province was formally demerged into the Northern and Eastern provinces on 1 January 2007. The capital of the province was Trincomalee. History The Indo-Lanka Accord signed on 29 July 1987 required the Sri Lankan government to devolve powers to the provinces and, in the interim, to merge the Northern and Eastern provinces into one administrative unit. The accord required a referendum to be held by 31 December 1988 in the Eastern Province to decide whether the merger should be permanent. Crucially, the accord allowed the Sri Lankan president to postpone the referendum at his discretion On 14 November 1987 the Sri Lankan Parliament passed the 13th Amendment to the 1978 Constitution of Sri Lanka and the Provincial Councils Act No 42 of 1987, establi ...

Self-determination
The right of a people to self-determination is a cardinal principle in modern international law (commonly regarded as a ''jus cogens'' rule), binding, as such, on the United Nations as authoritative interpretation of the Charter's norms. It states that peoples, based on respect for the principle of equal rights and fair equality of opportunity, have the right to freely choose their sovereignty and international political status with no interference. The concept was first expressed in the 1860s, and spread rapidly thereafter. During and after World War I, the principle was encouraged by both Soviet Premier Vladimir Lenin and United States President Woodrow Wilson. Having announced his Fourteen Points on 8 January 1918, on 11 February 1918 Wilson stated: "National aspirations must be respected; people may now be dominated and governed only by their own consent. 'Self determination' is not a mere phrase; it is an imperative principle of action." During World War II, the princip ...

Policy Of Standardization
The policy of standardization was a policy implemented by the Sri Lankan government in 1971 to curtail the number of Tamil students selected for certain faculties in the universities. In 1972, the government added a district quota as a parameter within each language. In 1977 this policy was annulled and new policies were implemented for a fair education. Now, students from districts with inadequate educational facilities are given an allocated quota irrespective of their race. The reasoning for the law Under the British, English was the state language and consequently greatly benefited English speakers. However the majority of Sri Lankan populace lived outside urban areas and did not belong to the social elite, and therefore did not enjoy the benefits of English-medium education. The issue was compounded further by the fact that in Jaffna, where a largely Tamil populace resided, students had access to English-medium education through missionary schools. In addition, many Tamils ...

Sri Lankan Tamil Diaspora
The Sri Lankan Tamil diaspora refers to the global diaspora of Sri Lankan Tamil origin. It can be said to be a subset of the larger Sri Lankan and Tamil diaspora. Like other diasporas, Sri Lankan Tamils are scattered and dispersed around the globe, with concentrations in South Africa, United Kingdom, Canada, India, Europe, Australia, United States, Malaysia, Singapore, Seychelles and Mauritius. British colonial period In foreign lands under British rule, the British needed obedient, trusted, hard-working and skillful people to take up government posts, mainly as clerks. This led to the first wave of migrations by the Tamils to countries such as Malaysia (then Malaya), Singapore and the then Madras Presidency in India. Unlike the Tamil diaspora from India, there was much less migration from Sri Lanka to British colonies. Malaysia and Singapore Ceylonese Tamils made up an overwhelming majority in the civil service of British Malaya and Singapore prior to independence. It wa ...
