The agreement supports the already existing China-UK Sustainable Development Dialogue (SDD) signed by the Chinese Ministry of Agriculture and the UK Department of Environment, Food and Rural Affairs (DEFRA). Agreed upon by the Chinese Ministry of Agriculture (MOA) and the Department of Environment, Food and Rural Affairs (DEFRA), the development of SAIN was included in the SDD work program on Sustainable Agriculture and Fisheries. Agriculture or farming is the practice of cultivating plants and livestock. Agriculture was the key development in the rise of sedentary human civilization, whereby farming of domesticated species created food surpluses that enabled people to live in cities. Northwest A&F University (NWAFU; ) is a key national public research university in Xianyang, Shaanxi, China, under the administration of the Ministry of Education.
