David Munro (police Commissioner)
David John Munro (born July 1948) was Surrey Police and Crime Commissioner (PCC) from 2016 to 2021. A former Conservative PCC, he stood as an independent candidate in 2021 and was defeated. Background and career He was educated at Bishop Wordsworth's School and Peterhouse, Cambridge, where he read Engineering and History, graduating in 1972. He spent 18 years in the Royal Engineers, rising to the rank of major. After leaving the military — partly due to his sexuality, as LGBTQ+ personnel could not serve openly in the UK until 2000 — he was approached and interviewed for a further career in espionage but being gay meant that MI5 were not interested in interviewing him further. Police Reform And Social Responsibility Act 2011
The Police Reform and Social Responsibility Act 2011 (c. 13) is an Act of the Parliament of the United Kingdom. It transfers the control of police forces from police authorities to elected Police and Crime Commissioners. The first police commissioner elections were held in November 2012. The next elections took place in May 2016 and will subsequently take place every four years. The Act repeals the provisions in the Serious Organised Crime and Police Act 2005 which prohibit protests near Parliament Square, and instead restricts certain "prohibited activities" in Parliament Square garden and the adjoining footways. The police have used these powers to confiscate pizza boxes, tarpaulin and umbrellas from protesters in Parliament Square. Surrey Police is the territorial police force responsible for policing the county of Surrey in South East England. The force is currently led by Chief Constable Gavin Stephens. Previously the force was led by Nick Ephgrave who left the force to re-join the Metropolitan Police. This was announced by the county PCC on 13 December 2018. Previous to this, the chief constable was Lynne Owens, Surrey's first female chief constable. Owens left in December 2015. The force has its headquarters at Mount Browne, Guildford, Surrey. History On 1 January 1851, the Surrey Constabulary began its policing of the county with a total of 70 officers, the youngest of whom was 14 years old. The first Chief Constable was H. C. Kevin Barry Hurley, TD (born September 1953) is a British politician and former police officer. He was the Surrey Police and Crime Commissioner between November 2012 and May 2016. He previously served in the Metropolitan Police, reaching the rank of Detective Chief Superintendent.
