State Capacity
State capacity is the ability of a government to accomplish policy goals, either generally or in reference to specific aims. A state that lacks capacity is defined as a fragile state or, in a more extreme case, a failed state. Higher state capacity has been strongly linked to long-term economic development, as state capacity can establish law and order, private property rights, and external defense, as well as support development by establishing a competitive market, transportation infrastructure, and mass education. Fragile State
A fragile state or weak state is a country characterized by weak state capacity or weak state legitimacy leaving citizens vulnerable to a range of shocks. The World Bank, for example, deems a country to be ‘fragile’ if it (a) is eligible for assistance (i.e., a grant) from the International Development Association (IDA), (b) has had a UN peacekeeping mission in the last three years, and (c) has received a ‘governance’ score of less than 3.2 (as per the Country Policy and Institutional Assessment (CPIA) index of The World Bank). A more cohesive definition of the fragile state might also note a state's growing inability to maintain a monopoly on force in its declared territory. Failed State
A failed state is a political body that has disintegrated to a point where basic conditions and responsibilities of a sovereign government no longer function properly (see also fragile state and state collapse). A state can also fail if the government loses its legitimacy even if it is performing its functions properly. For a stable state, it is necessary for the government to enjoy both effectiveness and legitimacy.
