A Special Representative of the Secretary-General is a highly respected expert who has been appointed by the Secretary-General of the United Nations to represent them in meetings with heads of state on critical human rights issues. The representatives can carry out country visits to investigate alleged violations of human rights and act as negotiators on behalf of the United Nations. The secretary-general of the United Nations (UNSG or SG) is the chief administrative officer of the United Nations and head of the United Nations Secretariat, one of the six principal organs of the United Nations. The role of the secretary-general and of the secretariat is laid out by Chapter XV (Articles 97 to 101) of the United Nations Charter. However, the office's qualifications, selection process and tenure are open to interpretation; they have been established by custom. Valentine Rugwabiza
Valentine Sendanyoye Rugwabiza (born 25 July 1963) is a Rwandan businesswoman and politician who has served as the country's Permanent Representative to the United Nations from 2016 to 2018. She now is the Special Representative of the Secretary-General and head of MINUSCA, the United Nations peacekeeping mission in the Central African Republic. Volker Perthes (), born 16 May 1958 in Duisburg-Homberg, Germany) is a German political scientist, academic and writer. Apart from his focus on research, writing and teaching about the Middle East, he was director of the German Institute for International and Security Affairs (SWP). Pramila Patten (; born 29 June 1958) is a Mauritian barrister, women's rights activist, and United Nations official, who currently serves as the United Nations Special Representative on Sexual Violence in Conflict and Under-Secretary-General of the United Nations; she was appointed in 2017.
