Special Council Of Lower Canada
The Special Council of Lower Canada was an appointed body which administered Lower Canada until the Union Act of 1840 created the Province of Canada. Following the Lower Canada Rebellion, on March 27, 1838, the Constitutional Act of 1791 was suspended and both the Legislative Assembly and Legislative Council were dissolved. The Act of Union united Upper and Lower Canada into a single province with a single parliament, consisting of an upper and lower house. Upon the first meeting of this parliament, the Special Council was dissolved. In November 1839, the Special Council approved proposals made by Governor Sydenham for the union of the two Canadas. Parliament Of Lower Canada
The Parliament of Lower Canada was the legislature for Lower Canada. It was created when the old Province of Quebec was split into Lower Canada and Upper Canada in 1791. Marc-Pascal De Sales Laterrière
Marc-Pascal de Sales Laterrière (March 25, 1792 – March 29, 1872) was a Quebec doctor, seigneur and political figure. He was born in Baie-du-Febvre, Lower Canada in 1792, the son of Pierre de Sales Laterrière who became the seigneur of Les Éboulements. Laterrière studied at the Petit Séminaire of Quebec and went on to study medicine in Philadelphia. He served as surgeon with the militia during the War of 1812 and set up practice in Lower Town, Quebec City until 1816. Laterrière then returned to Les Éboulements to take on his responsibilities as seigneur. He married Eulalie-Antoinette, the daughter of merchant Claude Dénéchau. He represented Northumberland County in the Legislative Assembly of Lower Canada from 1824 to 1830 and then Saguenay County from 1830 until 1832, when he was appointed to the Legislative Council. Paul Holland Knowlton
Paul Holland Knowlton (September 17, 1787 – August 28, 1863) was a businessman and political figure in Lower Canada and Canada East. He was born in Newfane, Vermont in 1787, the son of Silas Knowlton (1764-1844) and Lucinda Holbrook, and the grandson of Luke Knowlton. He came to Lower Canada in 1798 with his family. After his mother died two years later, he went back to Newfane to live with his grandparents and complete his schooling. In 1807, he moved back to Stukely Township in Lower Canada. Knowlton settled on Brome Lake in Brome Township where he established a farm, general store and distillery. In 1830, he was elected to the Legislative Assembly of Lower Canada for Shefford County. Knowlton voted against the Ninety-Two Resolutions. He helped set up the Shefford County Agricultural Society and served as president. Étienne Mayrand
Étienne Mayrand (September 3, 1776 – January 22, 1872) was a Quebec businessman and political figure. He was born in Montreal in 1776 and went on to work in the fur trade with the North West Company. He established a business in grain and hay at Rivière-du-Loup (later Louiseville in Maskinongé County), also expanding into real estate and money lending. Mayrand served in the militia as an officer during the War of 1812, becoming captain and, in 1846, major. He also held several posts as commissioner in Lower Canada. He was elected to the Legislative Assembly of Lower Canada for Saint-Maurice County in 1816. Joseph-Édouard Faribault
Joseph-Édouard Faribault (May 4, 1773 – August 3, 1859) was a notary and political figure in Lower Canada. He represented Leinster in the Legislative Assembly of Lower Canada from 1808 to 1809. He was born in Berthier-en-Haut, the son of Barthélemy Faribault, a notary, and Catherine-Antoine Véronneau. Faribault worked in his father's office as a clerk and was commissioned as a notary in 1791. He first set up practice in Berthier-en-Haut but soon afterwards moved to L'Assomption. He was married twice: first, in 1794, to Marie-Anne-Élisabeth Poudret and then to Geneviève Fauteux, the widow of Norbert Éno, in 1845. Faribault invested in real estate and built and operated sawmills and flour mills. He also served as administrator and agent for the seigneury of Lavaltrie. William Walker (Quebec Merchant)
William Walker (c. 1790 – May 18, 1863) was a merchant in Lower Canada who served on the Legislative Council of the Province of Canada. He was born in Scotland, and arrived in Lower Canada in 1815. He was the agent in Quebec City of the Montreal firm Forsyth, Richardson and Company. In 1821, he went into business with James Bell Forsyth to form Forsyth, Walker and Company, associated with the Montreal company. The company operated until 1836, working in shipping, insurance, real estate speculation and acting as the exclusive agent of the East India Company. He was named an administrator of the Quebec City Trinity House in 1824 and was deputy master in 1827. He was president of the Chamber of Commerce of Quebec City from 1841 to 1848. Charles-Eusèbe Casgrain
Charles-Eusèbe Casgrain (December 28, 1800 – February 29, 1848) was a lawyer and political figure in Lower Canada. He was born at Rivière-Ouelle in Lower Canada in 1800, the son of merchant Pierre Casgrain, and studied at the Petit Séminaire de Montréal, Petit Séminaire de Québec and the Séminaire de Nicolet. He articled in law with Louis Moquin at Quebec City and was called to the bar in 1824. In the same year, he married Eliza Anne, the daughter of James Baby who was a judge and political figure in Upper Canada. Casgrain first set up practice at Quebec and then moved back to Rivière-Ouelle in 1827. He was elected to the Legislative Assembly of Lower Canada for Kamouraska in 1830; he did not support the Ninety-Two Resolutions. Jules-Maurice Quesnel (October 25, 1786 – May 20, 1842) was a fur trader, member of the Beaver Club, businessman and political figure in Canada East. He was born Julien-Maurice Quesnel in Montreal in 1786, the son of Joseph Quesnel, and studied at the Collège Saint-Raphaël. He joined the North West Company as a clerk and assisted David Thompson in his explorations in 1805 and 1806. He travelled with Simon Fraser on his exploration of the Fraser River in 1808. Samuel Gerrard
Samuel Gerrard (1767 – March 24, 1857) was a Canadian fur trader, businessman, militia officer, justice of the peace, politician, and seigneur. He was the second president of the Bank of Montreal. From 1838 to 1841, he was a member of the Special Council of Lower Canada. In 1841, he acquired the seigneuries of Lanaudière and Carufel. Gerrard was born in Ireland at Gibbstown House, County Meath. The Gerrards were a prosperous Anglo-Irish family who had held Gibbstown, an estate of some 1,270 acres, since the mid 17th century, and previous to that were seated at nearby Clongill Castle. Amable Dionne
Amable Dionne (November 30, 1782 – May 2, 1852) was a businessman, seigneur and political figure in Lower Canada and Canada East. He was born in Kamouraska in 1782 and grew up there. He became a clerk for Pierre Casgrain, a merchant at Rivière-Ouelle, and, in 1811, was made a partner in the business. In the same year, he married Catherine Perreault, the niece and daughter by adoption of the local seigneur, Jacques-Nicolas Perrault. In 1818, he established his own business.
