Singular Population Entity
From a statistical point of view, in Spain, a singular population entity (''in Spanish:'' ''entidad singular de población'') is defined as "any inhabited area within a municipality, inhabited or exceptionally uninhabited, clearly differentiated within that municipality and that is known by a specific name that identifies it without the possibility of confusion", according to the definition of the National Statistics Institute. List Of Towns In Prince Edward Island
A town is an incorporated municipality in the Canadian province of Prince Edward Island. Prince Edward Island has ten towns, which had a cumulative population of 28,905 and an average population of 2,891 in the 2016 Census. The province's largest and smallest towns are Stratford and North Rustico with populations of 9,706 and 607 respectively. The province's newest town is Three Rivers, which was incorporated on September 28, 2018. Governance Pursuant to Prince Edward Island's ''Municipal Government Act (MGA)'', each town elects a mayor and six councillors, unless an increase is enacted by municipal bylaw. For the 2018-2022 term, nine of the ten towns have a council of seven, while Three Rivers has a council of thirteen, which results in a total of 92 elected officials governing towns in Prince Edward Island. A province is almost always an administrative division within a country or sovereign state, state. The term derives from the ancient Roman ''Roman province, provincia'', which was the major territorial and administrative unit of the Roman Empire, Roman Empire's territorial possessions outside Roman Italy, Italy. Navarre

Álava
Álava ( in Spanish) or Araba (), officially Araba/Álava, is a province of Spain and a historical territory of the Basque Country, heir of the ancient Lordship of Álava, former medieval Catholic bishopric and now Latin titular see. Its capital city, Vitoria-Gasteiz, is also the seat of the political main institutions of the Basque Autonomous Community. It borders the Basque provinces of Biscay and Gipuzkoa to the north, the community of La Rioja to the south, the province of Burgos (in the community of Castile and León) to the west and the community of Navarre to the east. Elizate
An (), ( es, anteiglesia) is an early form of local government in the Basque Country which was particularly common in Biscay but also existed in the other provinces. The terms (in Standard Basque) and (in Biscayan) literally translate as "church door" ( "church" + "door"). The Spanish term translates as "before hechurch" or "parvise". The peculiar name derives from the Basque custom where the family heads of a settlement connected to a particular parish would gather after mass at the entrance or portico of the church to make decisions regarding issues affecting their community. Their medieval history is closely linked to the emergence of the ''Batzar Nagusiak'' or "Grand Meetings", especially those of Biscay and Gipuzkoa (''Juntas Generales de Vizcaya/Guipúzcoa'' in Spanish) and the establishment of parochial churches.
