Shanghai Fugu Agreement

The Shanghai Fugu Agreement (German: ''Shanghaier Kugelfisch-Abkommen'') is a fictional document and was referred to in a successful 1984 political prank played on the Social Democrats in the German state of Hesse. In 1984 the new Green Party prepared to enter into a German state government for the first time in its history. The first Green cabinet minister in German history was going to be Joschka Fischer who later became minister of Foreign Affairs in the German Federal Government under Chancellor Gerhard Schröder. The 1984 Hesse coalition under minister-president Holger Börner was to be based on an official policy agreement negotiated by both parties. In this agreement it is stated: "Die Fälle der Koppelung von Arbeits- und Aufenthaltserlaubnis werden übereinstimmend als erledigt betrachtet (Shanghaier Kugelfischabkommen vom 3.11.1974)." Alliance 90/The Greens (german: Bündnis 90/Die Grünen, ), often simply referred to as the Greens ( ), is a green political party in Germany. Joseph Martin "Joschka" Fischer (born 12 April 1948) is a German retired politician of the Alliance 90/The Greens. He served as the foreign minister and as the vice-chancellor of Germany in the cabinet of Gerhard Schröder from 1998 to 2005. The minister-president of Hesse (german: Ministerpräsident des Landes Hessen), also referred to as the premier or minister-president (also translated into English as the prime minister of Hessen), is the head of government of the German state of Hesse. The position in its current form was created in 1946, when the provisional state of Greater Hesse was renamed. Holger Börner (7 February 1931, in Kassel – 2 August 2006, in Kassel) was a German politician of the SPD. He was the 4th Minister President of Hesse from 1976 until 1987. In this position, he served as the 38th President of the Bundesrat in 1986/87, but only served until the Landtag elections of 24 April 1987. Early life Börner was born in Kassel, oldest of three children of Hermann (1906-1941) and Martha Börner (née Bengsohn) (1909-1997). His family had a social democratic history, reportedly his grandfather had moved from Berlin to Kassel due to Chancellor Otto von Bismarck's Anti-Socialist Laws. A chef is a trained professional cook and tradesman who is proficient in all aspects of food preparation, often focusing on a particular cuisine.
