The classification system of inhabited localities in Russia and some other post-Soviet states has certain peculiarities compared with those in other countries. Shali (russian: Шали́; ce, Шела, ''Şela'') is a town and the administrative center of Shalinsky District of the Chechen Republic, Russia. Population: History Sheikh Mansur was based here in 1786. A raion (also spelt rayon) is a type of administrative unit of several post-Soviet states. The term is used for both a type of subnational entity and a division of a city.
