Selim Rusi
Selim Rusi (1821-1905) was an Albanian patriot who was one of the most prominent activists of the Albanian National Awakening in the late 19th century and early 20th century. He was born in Debar, then part of the Ottoman Empire to a family known for patriotism. In 1899 he represented the Sanjak of Debar at the meeting that established the League of Peja, an organization that aimed at advancing the rights of the Albanians in the Ottoman Empire. Later that year he was one of the leaders of a revolt in the Sanjak of Debar as planned by the League of Peja. The Albanians (; sq, Shqiptarët ) are an ethnic group and nation native to the Balkan Peninsula who share a common Albanian ancestry, culture, history and language. They primarily live in Albania, Kosovo, North Macedonia, Montenegro, Serbia as well as in Croatia, Greece, Italy and Turkey. The Albanian National Awakening ( sq, Rilindja or ), commonly known as the Albanian Renaissance or Albanian Revival, is a period throughout the 19th and 20th century of a cultural, political and social movement in the Albanian history where the Albanian people gathered strength to establish an independent cultural and political life as well as the country of Albania. Prior to the rise of nationalism, Albania remained under the rule of the Ottoman Empire for almost five centuries and the Ottoman authorities suppressed any expression of national unity or national conscience by the Albanian people. Debar ( mk, Дебaр ; Albanian: ''Dibër''/''Dibra'' or ''Dibra e Madhe;'' ) is a city in the western part of North Macedonia, near the border with Albania, off the road from Struga to Gostivar. It is the seat of Debar Municipality. Debar has an ethnic Albanian majority of 74% and is North Macedonia's only city in which ethnic Macedonians do not rank first or second demographically. The Sanjak of Dibra, Debar, or Dibër ( tr, Debre Sancağı, al, Sanxhaku i Dibrës, mk, Дебарски санџак, translit=Debarski sandžak) was one of the sanjaks of the Ottoman Empire. Its capital was Debar, Macedonia (modern-day North Macedonia). Today, the western part of its territory belongs to Albania ( Lower Dibra and Mat) and the eastern part to North Macedonia (Reka and Debar). League Of Peja
The League of Peja ( sq, Lidhja e Pejës), also known as League of İpek or Besa-Besë (Pledge for a Pledge) between Albanians, was an Albanian political organization established in 1899 in the city of İpek (now Peja), Kosovo Vilayet, Ottoman Empire. It was led by Haxhi Zeka, a former member of the League of Prizren, and shared the same aim of achieving an autonomous Albanian vilayet within the Ottoman Empire. This organization was encouraged and supported by Austria-Hungary and directed against Ottoman reforms and against Serbs from Kosovo Vilayet. The Albanian Declaration of Independence ( Albanian: ''Deklarata e Pavarësisë'') was the declaration of independence of Albania from the Ottoman Empire. Independent Albania was proclaimed in Vlorë on 28 November 1912. Six days later the Assembly of Vlorë formed the first Government of Albania which was led by Ismail Qemali and the Council of Elders (Pleqnia).
