Seikijuku
is a right-wing Japanese imperialist group based in Nagasaki Prefecture, founded in 1981. The group was responsible for a number of violent incidents, including the 1990 near-fatal shooting of the mayor of Nagasaki Hitoshi Motoshima who stated that Emperor Shōwa was responsible for the war. Emperor , commonly known in English-speaking countries by his personal name , was the 124th emperor of Japan, ruling from 25 December 1926 until his death in 1989. Hitoshi Motoshima
was a Japanese politician. He served four terms as mayor of Nagasaki from 1979 to 1995. He publicly made controversial statements about the responsibility of Japan and its then-reigning Emperor for World War II, and survived a retaliatory assassination attempt in 1990 by a right wing fanatic. Early life and education Motoshima was born on February 20, 1922 in Shinkamigotō, Nagasaki. During World War II the Japanese authorities suspected Motoshima of espionage because he was a descendant of Kakure Kirishitans and born out of wedlock. When he was twenty-one he was drafted into the Imperial Japanese Army and became an artillery officer; he was stationed near Kumamoto and did not see combat before the war ended. Motoshima witnessed the aftermath of the atomic bombing of his hometown when he returned to Nagasaki about six weeks after it was bombed. While Japan's political mainstream has the DPJ and the LDP as dominant forces, there is political extremism to the left and the right. Neither left- nor right-wing extremists managed to wrest power from the LDP in post-war history, but they managed to influence public opinion on certain topics. These include foreign relations of Japan, the role of the military, territorial disputes, and national symbolism. On some topics, like the Yasukuni Shrine, all three elements play a role. The public and the government appear to tolerate certain forms of public disorder as inherent to a properly functioning democracy. Demonstrations usually follow established forms. Groups receive legal permits and keep to assigned routes and areas. Placards and bullhorns are used to express positions.
