Sebastiano Baggio
Sebastiano Baggio (16 May 1913 – 21 March 1993) was an Italian cardinal, often thought to be a likely candidate for election to the papacy. He served as President of the Pontifical Commission for Vatican City State from 1984 to 1990 and was Prefect of the Sacred Congregation for Bishops from 1973 to 1984. Early life and priestly ministry Born in Rosà, Veneto, Sebastiano was ordained a priest on 21 December 1935, at the age of 22, in Vicenza. He took postgraduate studies and joined the Holy See's diplomatic service with the first posting as attaché to the Apostolic nunciature in Austria in 1938. Episcopal ministry In 1953 he was consecrated a bishop and given the rank of archbishop. Monsignor (; it, monsignore ) is an honorific form of address or title for certain male clergy members, usually members of the Roman Catholic Church. Monsignor is the apocopic form of the Italian ''monsignore'', meaning "my lord". "Monsignor" can be abbreviated as Mons... or Msgr. The Pontifical Gregorian University ( it, Pontificia Università Gregoriana; also known as the Gregorian or Gregoriana,) is a higher education ecclesiastical school ( pontifical university) located in Rome, Italy. The Gregorian originated as a part of the Roman College, founded in 1551 by Ignatius of Loyola, and included all grades of schooling. Its chairs of philosophy and theology received Papal approval in 1556, making it the first institution founded by the Society of Jesus (Jesuits). San Sebastiano Alle Catacombe
San Sebastiano fuori le mura (Saint Sebastian beyond the Walls), or San Sebastiano ''ad Catacumbas'' (Saint Sebastian at the Catacombs), is a Minor basilica in Rome, Central Italy. Up to the Great Jubilee of 2000, San Sebastiano was one of the Seven Pilgrim Churches of Rome, and many pilgrims still favor the traditional list (not least perhaps because of the Catacombs, and because the Santuario della Madonna del Divino Amore, which replaced it in the list, is farther from the inner city). The Pontifical Commission for Latin America is a department of the Roman Curia that since 1958 has been charged with providing assistance to and examining matters pertaining to the Catholic Church in Latin America. The Commission operates under the auspices of the Dicastery for Bishops (formerly the Congregation for Bishops and before that the Sacred Consistorial Congregation) and for most of its history the prefect of that body has been president of the Commission. Congregation For Bishops
The Dicastery for Bishops, formerly named Congregation for Bishops (), is the department of the Roman Curia that oversees the selection of most new bishops. Its proposals require papal approval to take effect, but are usually followed. The Dicastery also schedules the visits at five-year intervals ("''ad limina''") that bishops are required to make to Rome, when they meet with the pope and various departments of the Curia. It also manages the formation of new dioceses. It is one of the more influential Dicasteries, since it strongly influences the human resources policy of the church. The Apostolic Nunciature to Canada is the diplomatic mission of the Holy See to Canada. It is headed by the Apostolic Nuncio to Canada, which is both an ecclesiastical and diplomatic office, with the rank of ambassador. The Holy See first created a Delegation to Canada and Newfoundland on 3 August 1899. It became the Apostolic Delegation to Canada on 31 March 1949 when the independent nation of Newfoundland became the tenth province of Canada.
