Scottish National Investment Bank Act 2020
The Scottish National Investment Bank Act 2020 is an Act of the Scottish Parliament which was passed by Parliament on 21 January 2020. The Act legally obliges Scottish Ministers to establish a National Investment Bank for Scotland as both a public body and a publicly limited company. The bank is to be independent of the Scottish Government. "Its primary goal is to help Scotland transition to net-zero carbon emissions, while supporting small and medium-size enterprises." The Bill was introduced by Cabinet Secretary for Finance, Derek Mackay MSP. The lead scrutinising committee was the Finance and Constitution Committee. Derek Mackay
Derek Mackay (born 1977) is a Scottish politician who served as the Cabinet Secretary for Finance, Economy and Fair Work from 2016 to 2020. A former member of the Scottish National Party (SNP), he served as the Member of the Scottish Parliament (MSP) for Renfrewshire North and West from 2011 to 2021. Mackay served as a government minister from 2011 to 2020 under the administrations of Alex Salmond and Nicola Sturgeon. Raised in Renfrewshire, he was elected to Renfrewshire Council in 1999 and was Leader of the Council from 2007 to 2011. Member of the Scottish Parliament (MSP; gd, Ball Pàrlamaid na h-Alba, BPA; sco, Memmer o the Scots Pairliament, MSP) is the title given to any one of the 129 individuals elected to serve in the Scottish Parliament. An Act of the Scottish Parliament ( gd, Achd Pàrlamaid na h-Alba) is primary legislation made by the Scottish Parliament. The power to create Acts was conferred to the Parliament by section 28 of the Scotland Act 1998 following the successful 1997 referendum on devolution. Prior to the establishment of the Parliament under the 1998 Act, all post-union laws specific to Scotland were passed at the Westminster Parliament. Although the Westminster Parliament has retained the ability to legislate for Scotland, by convention it does not do so without the consent of the Scottish Parliament. The Cabinet Secretary for Finance and the Economy, commonly referred to as the Finance Secretary, is a member of the Cabinet in the Scottish Government. The Cabinet Secretary has Ministerial responsibility for the Scottish Government's Finance Directorates. The Scottish National Investment Bank is a Scottish state-owned investment and national development bank based in Edinburgh, Scotland.
