Samuel Flores Borrego
Samuel Flores Borrego (a.k.a. Metro 3; 6 August 1972 – 2 September 2011) was a Mexican drug lord and high-ranking lieutenant of the Gulf Cartel. He was a former state judicial policeman who protected the ex-leader of the Gulf cartel, Osiel Cárdenas Guillén. Upon his arrest, Flores Borrego became the right-hand man of Jorge Eduardo Costilla Sánchez, the former leader of the criminal organization. Although born in Matamoros, Flores Borrego was closely linked to the city of Reynosa, Tamaulipas, where he served as the Gulf cartel's regional leader on and off for many years after serving as a policeman during the governorship of Tomás Yarrington (1998–2004) – the peak era of the Gulf cartel. Matamoros, Tamaulipas
Matamoros, officially known as Heroica Matamoros, is a city in the northeastern Mexican state of Tamaulipas, and the municipal seat of the homonymous municipality. It is on the southern bank of the Rio Grande, directly across the border from Brownsville, Texas, United States. Matamoros is the second largest city in the state of Tamaulipas. As of 2016, Matamoros had a population of 520,367. Tamaulipas (), officially the Free and Sovereign State of Tamaulipas ( es, Estado Libre y Soberano de Tamaulipas), is a state in the northeast region of Mexico; one of the 31 states which, along with Mexico City, comprise the 32 Federal Entities of Mexico. Los Metros is a faction of a Mexican drug trafficking organization known as the Gulf Cartel. The group was formed in the late 1980s during the reign of Osiel Cárdenas Guillén, the former leader of the cartel, to provide security to the organization's leaders as the cartel's armed wing. The leader of Los Metros, Mario Ramirez Treviño, alias X-20, was arrested on 17 August 2013.
