The Reverend Sybil Theodora Phoenix, OBE (née Marshall; 21 June 1927) is a British community worker of Guyanese birth. She was the first black woman to be awarded the MBE, in 1973. The Most Excellent Order of the British Empire is a British order of chivalry, rewarding contributions to the arts and sciences, work with charitable and welfare organisations, and public service outside the civil service. It was established on 4 June 1917 by King George V and comprises five classes across both civil and military divisions, the most senior two of which make the recipient either a knight if male or dame if female. The Freedom of the City of London started around 1237 as the status of a 'free man' or 'citizen', protected by the charter of the City of London and not under the jurisdiction of a feudal lord. In the Middle Ages, this developed into a freedom or right to trade, becoming closely linked to the medieval guilds, the livery companies. In 1835 eligibility for the freedom of the City was extended to anyone who lived in, worked in or had a strong connection to the City.
