Swift, Certain, and Fair (SCF) is an approach to criminal-justice supervision involving probation, parole, pre-trial diversion, and/or incarceration. Features SCF implementations typically have the following features: * Limited set of rules * Clear warnings * Close monitoring * Swift response to violations * A modest consequence for every violation HOPE One of the first SCF programs was ''Hawaii's Opportunity Probation with Enforcement'' (HOPE), created in Honolulu in 2004 by Judge Steven Alm. In 2009 the program was evaluated by Angela Hawken and Mark Kleiman. Hawaii's Opportunity Probation With Enforcement
Hawaii's Opportunity Probation with Enforcement (HOPE) is an intensive supervision program that aims to reduce crime and drug use while saving taxpayers' dollars spent on jail and prison costs. HOPE deals with offenders who have been identified as likely to violate the conditions of their probation or community supervision. HOPE participants include offenders who have committed a violent crime, including sex offenders and domestic violence offenders, reaching a demographic of abusers untouched by Drug Court programs. Unlike Drug Court and other substance-abuse treatment programs, HOPE does not attempt to impose drug treatment on every participant. Under HOPE, probationers receive drug treatment only if they continue to test positive for drug use or if they request a treatment referral. Steven Alm
Steven S. Alm is an American lawyer who is the current Prosecuting Attorney of Honolulu. A former Hawaii circuit court judge and United States Attorney, he was sworn into the position of prosecutor on January 2, 2021. Early life and education Alm was born in Honolulu, living in Manoa and later Kaimuki. His parents were professors at the University of Hawaiʻi College of Education, and he and his brother attended University Lab School. He worked for Dole Cannery in the summers, beginning after tenth grade, and later as a taxi driver. Alm attended the University of Hawaiʻi at Mānoa for two years before making a college transfer to the University of Oregon, where he received undergraduate and graduate degrees in education. Angela Hawken
Angela Hawken is a professor of public policy and director of Litmus at the Marron Institute of Urban Management at New York University. Her research focuses primarily on drugs, crime, and corruption, and combines experimental and quantitative methods. She has had a leadership role in evaluations of Hawaii's Opportunity Probation with Enforcement (HOPE) program, an innovative initiative aimed at reducing crime and drug use, which is becoming a model for other states. Career Hawken was a faculty member at the University of the Witwatersrand in Johannesburg, South Africa, before moving to the United States in 1998. The Bureau of Justice Assistance (BJA) is a component of the Office of Justice Programs, within the United States Department of Justice. BJA provides leadership and assistance to local criminal justice programs that improve and reinforce the nation's criminal justice system. Deputy Director Tracey Trautman was named as Acting Director of the Bureau of Justice Assistance from January to December of 2017, before President Donald Trump appointed Jon Adler to the Director role in December 2017.
