The Supreme Soviet of the Azerbaijan SSR ( Azerbaijani: Азәрбаjҹан ССР Али Совети, ''Azərbaycan SSR Ali Soveti''; Russian: Верховный Совет Азербайджа́нской ССР tr. ''Verkhovnyy Sovet Azerbaydzhanskoy SSR'') was the supreme soviet (main legislative institution) of the Azerbaijan SSR. Azerbaijani () or Azeri (), also referred to as Azeri Turkic or Azeri Turkish, is a Turkic language from the Oghuz sub-branch spoken primarily by the Azerbaijani people, who live mainly in the Republic of Azerbaijan where the North Azerbaijani variety is spoken, and in the Azerbaijan region of Iran, where the South Azerbaijani variety is spoken. Aliheydar Agakerim oglu Garayev ( az, Əliheydər Ağakərim oğlu Qarayev) (June 20, 1896 – April 24, 1938) also spelled as Ali Heydar Garayev, was an Azerbaijani Menshevik and later Bolshevik revolutionary, People's Commissar of Justice of Azerbaijan SSR, People's Commissar for Military and Naval Affairs of Azerbaijan during Soviet period.
