Supreme Court Of Monaco
The Monegasque Supreme Court (french: Tribunal suprême) is one of the highest courts of law in the city-state of Monaco for judicial appeals as well as ensuring the constitution of Monaco is upheld. It consists of five chief members and two assistant judges, appointed by the Prince of Monaco at the recommendation of the National Council of Monaco and other government bodies. The Supreme Court was established in 1962 following the new constitution to guarantee fundamental liberties. The members of the Supreme Court must be at least forty years old. In practice, they are French jurists, either professors of public law or members of the French Court of Cassation or Council of State. Hubert Charles (1925-2017) was a French-Monegasque judge and lawyer, Honorary Professor of Law at the University of Nice Sophia-Antipolis, President of Supreme Court of Monaco from 2007 to 2012, Honorary President of the Supreme Court of Monaco. The National Council (french: Conseil national) is the parliament (legislative body) of the Principality of Monaco. The body is composed of twenty-four members, who are elected from lists by universal suffrage. Councillors serve for five-year terms, and though it may act independently of the Prince, he may dissolve it at any time, provided that new elections be held within three months. The Council meets at least twice per year to vote on the country's budget and bills proposed by the prince's government. Ordinances (executive orders) are debated in the Council of Government, and once approved, must be submitted to the Sovereign Prince within eighty days for his signature, which makes them legally enforceable.
