Stephen Paul Barclay (born 3 May 1972) is a British politician who has served as Secretary of State for Health and Social Care since October 2022, having previously held the position from July to September 2022 under Boris Johnson. He served as Secretary of State for Exiting the European Union from 2018 to 2020, Chief Secretary to the Treasury from 2020 to 2021, Minister for the Cabinet Office and Chancellor of the Duchy of Lancaster from 2021 to 2022, and Downing Street Chief of Staff from February to July 2022. A member of the Conservative Party, he has been Member of Parliament (MP) for North East Cambridgeshire since 2010. The secretary of state for health and social care, also referred to as the health secretary, is a secretary of state in the Government of the United Kingdom, responsible for the work of the Department of Health and Social Care. The incumbent is a member of the Cabinet of the United Kingdom. The position can trace its roots back to the nineteenth century, and has been a secretary of state position since 1968. For 30 years, from 1988 to 2018, the position was titled Secretary of State for Health, before Prime Minister Theresa May added "and Social Care" to the designation in the 2018 British cabinet reshuffle. The Economic Secretary to the Treasury is the sixth-most senior ministerial post in His Majesty's Treasury, after the First Lord of the Treasury, the Chancellor of the Exchequer, the Chief Secretary to the Treasury, the Paymaster-General and the Financial Secretary to the Treasury. It is not a cabinet-level post. The office is currently of Minister of State rank, and is shadowed by the Shadow Economic Secretary to the Treasury. History The office was created in November 1947. In 1961, the Economic Secretary became junior to the new office of Chief Secretary to the Treasury, which held a seat in cabinet.
