State Committee Of The Soviet Union
A USSR State Committee was a central government body within the Government of the Union of Soviet Socialist Republics. Unlike a ministry, which was responsible for the management of the country's economic and social resources within a particular field of development or activity, a state committee was acting on an inter-agency level. State committees were not directly subordinate to the Soviet Government—rather the heads of state committees (along with ministers) formed the government (cabinet) such as the Council of People's Commissars (1922–1946), Council of Ministers (1946–1991) or the Cabinet of Ministers (1991). Central Government
A central government is the government that is a controlling power over a unitary state. Another distinct but sovereign political entity is a federal government, which may have distinct powers at various levels of government, authorized or delegated to it by the Federation and mutually agreed upon by each of the federated states. Though inappropriate, the adjective "central" is also sometimes used to describe the government of a federation, such as in India. The structure of central governments varies. Goskino USSR (russian: link=Yes, Госкино СССР) is the abbreviated name for the USSR State Committee for Cinematography (Государственный комитет по кинематографии СССР) in the Soviet Union. It was a central state directory body of Soviet film production. Broadcasting in the Soviet Union was owned by the Soviet state, and was under its tight control and Soviet censorship. Through the development of satellites and SECAM, controlled broadcasting was initialized as the main frequency for distributing information and entertainment. Goskomtrud (russian: Госкомтруд) was the State Committee for Labour and Social Issues in the Soviet Union. It dealt with labour relations and wage issues. A 1991 western (American) review of the institution claimed over-emphasis on wage policy: The problem in Goskomtrud's case is overcoming not so much its longstanding defense of traditional social policies, as its narrow preoccupation with wage policy to the virtual exclusion of everything else. The Committee which formally belonged to the Council of Ministers was created in 1955 by decree of the Presidium of the Supreme Soviet on 24 May 1955.
