Los Angeles Historic-Cultural Monuments are sites which have been designated by the Los Angeles, California, Cultural Heritage Commission as worthy of preservation based on architectural, historic and cultural criteria. History The Historic-Cultural Monument process has its origin in the Historic Buildings Committee formed in 1958 by the Los Angeles chapter of the American Institute of Architects. As growth and development in Los Angeles threatened the city's historic landmarks, the committee sought to implement a formal preservation program in cooperation with local civic, cultural and business organizations and municipal leaders. On April 30, 1962, a historic preservation ordinance proposed by the AIA committee was passed. The original Cultural Heritage Board (later renamed a commission) was formed in the summer of 1962, consisting of William Woollett, FAIA, Bonnie H. Riedel, Carl S. Central Tower is a 21-story office building at Market and Third Streets in San Francisco, California. The building has undergone numerous renovations since its completion in 1898 as the Call Building. It was later known as the Spreckels Building. History In 1890, M. H. de Young, owner of the ''San Francisco Chronicle'', built San Francisco's first skyscraper, the Chronicle Building, to house his newspaper. In response, John D. Spreckels and his father Claus Spreckels purchased the ''San Francisco Call'' in 1895 and commissioned a tower of their own that would dwarf the Chronicle Building. In September 1895, ''The Call'' wrote: The building eventually stood 315 feet (96 m) tall with an ornate baroque dome—which housed the offices of Reid & Reid, the building's architects—and four corner cupolas when construction finished in 1898.
