Mercer "Merce" Reynolds III (born June 17, 1945) is an American businessman. He was the finance chair of U.S. President George W. Bush's presidential campaign. Education and early career Reynolds, born in Chattanooga, Tennessee, earned a bachelor's degree in business administration from the University of North Carolina at Chapel Hill, and an M.B.A. from the University of Tennessee at Chattanooga. Arbusto Energy was an oil and gas exploration firm started in 1977 by former U.S. president George W. Bush. In 1984, the company merged with Spectrum 7 Energy Corp. Company history Arbusto Energy was organized in 1977, but did not begin operations until after Bush's unsuccessful 1978 run for Representative from Texas's 19th congressional district.
