The Special Operations Warrior Foundation (SOWF) is an American tax-exempt 501(c)(3) nonprofit organization founded in 1980 to provide college scholarships and educational counseling to the surviving children of American Special Operations personnel killed in the line of duty. Carl Wade Stiner (September 7, 1936 – June 2, 2022) was a United States Army four-star general who served as Commander in Chief, United States Special Operations Command (USCINCSOC) from 1990 to 1993. Military career Stiner was born in LaFollette, Tennessee, on September 7, 1936. He graduated from Tennessee Polytechnic Institute in 1958 with a Bachelor of Science degree and was commissioned in the Infantry. He served initially with the 9th Infantry Regiment at Fort Benning, Georgia and commanded a basic training company at Fort Jackson. The United States Special Operations Command (USSOCOM or SOCOM) is the unified combatant command charged with overseeing the various special operations component commands of the Army, Marine Corps, Navy, and Air Force of the United States Armed Forces.
