Elections to the seventh Supreme Soviet of the Soviet Union, Supreme Soviet were held in the Soviet Union on 12 June 1966.Dieter Nohlen & Philip Stöver (2010) ''Elections in Europe: A data handbook'', p1642 Electoral system Candidates had to be nominated by the Communist Party of the Soviet Union (CPSU) or by a public organisation.Nohlen & Stöver, p1630 However, all public organisations were controlled by the party and were subservient to a 1931 law that required them to accept party rule. The CPSU itself remained the only legal one in the country. Voters could vote against the CPSU candidate if they wished, but could only do so by using polling booths, whereas votes for the party could be cast simply by submitting a blank ballot. Turnout was required to be over 50% for the election to be valid. Supreme Soviet Of The Soviet Union
The Supreme Soviet of the Union of Soviet Socialist Republics ( rus, Верховный Совет Союза Советских Социалистических Республик, r=Verkhovnyy Sovet Soyuza Sovetskikh Sotsialisticheskikh Respublik) was, beginning in 1936, the most authoritative legislative body of the Soviet Union, Union of Soviet Socialist Republics (USSR), and the only one with the power to approve Constitution of the Soviet Union, constitutional amendments. Prior to 1936, the Congress of Soviets of the Soviet Union, Congress of Soviets was the supreme legislative body. During 1989–1991 Congress of People's Deputies of the Soviet Union, a similar, but not identical structure was the supreme legislative body.
