Southeast, Saint Paul is a neighborhood and city planning district in Saint Paul, Minnesota, in the United States. It is Planning District 1. The area is bounded by Minnehaha Avenue on the north, McKnight Road on the east, city limits to the south, and Birmingham/Etna/Hwy 61 to Warner Road to the Mississippi River on the west. The District consists of four distinct, smaller neighborhoods: Eastview, Conway, Battle Creek, and Highwood. Saint Paul (abbreviated St. Paul) is the List of capitals in the United States, capital of the U.S. state of Minnesota and the county seat of Ramsey County, Minnesota, Ramsey County. Situated on high bluffs overlooking a bend in the Mississippi River, Saint Paul is a regional business hub and the center of Minnesota's government. The Minnesota State Capitol and the state government offices all sit on a hill close to the city's downtown district. Pigs Eye Lake
Pigs Eye Lake is a riverine wetland that covers 628 acres in Ramsey County, in the U.S. state of Minnesota. The Mdewakanton Village of Kaposia was located on the northern end until 1837 when the village was moved across the Mississippi to what is now South St. Paul. The 1930 construction of lock and dam #2 in Hastings down river, is responsible for its size and depth. The wetland is part of what the Army Corps of Engineers has designated as pond 2 of the upper Mississippi waterway. It is south of downtown St Paul on the east side of the river. Battle Creek enters the wetland from the northeast. In the 1960s the Army Corps of Engineers dredged two channels into it. One, out of the southwest corner, went due west out to the main river channel. The second went due south for barge traffic. Neighborhoods In Saint Paul, Minnesota
Saint Paul, Minnesota is noted for its neighborhoods. The city has been called "fifteen small towns with one mayor", owing to the neighborhood-based life of much of the city. Saint Paul is partially governed by not 15 but 17 City Districts. On Saint Paul's largely blue-collar East Side alone there are more than two dozen well-known, historically significant neighborhoods within four City Districts. District 4, for example, has three historic neighborhoods: Dayton's Bluff, Swede Hollow, and Mounds Park. The most populous districts, 2 and 5, have more than a dozen neighborhoods between them. While Saint Paul has long been recognized for its citizen activism, some neighborhoods receive more individual planning attention than others, because tax funds are doled out to annually elected volunteer neighborhood boards based on City District boundaries, not neighborhood boundaries.
