The United States Federal Aviation Administration (FAA) has a system for categorizing public-use airports (along with heliports and other aviation bases) that is primarily based on the level of commercial passenger traffic through each facility. It is used to determine whether an airport is eligible for funding through the federal government's Airport Improvement Program (AIP). Fewer than 20% of airports in the U.S. qualify for the program, though most that don't qualify are private-use-only airports. At the bottom end are general aviation airports. To qualify for the AIP, they must have at least 10 aircraft based there but handle fewer than 2,500 scheduled passengers each year. This means that most aircraft are small and are operated by individuals or other private entities, and little or no commercial airline traffic occurs. Airport Improvement Program
The Airport Improvement Program is a United States federal grant program that provides funds to public use airports to help improve safety and efficiency. Improvement projects relate to runways, taxiways, ramps, lighting, signage, weather stations, NAVAIDs, land acquisition, and some areas of planning. The program is managed by the Federal Aviation Administration. Funding for the program is provided from the Airport and Airway Trust Fund, which receives revenue from taxes on airplane tickets sold to the public and a tax on aviation fuel. Reliever Airport
A relief airport or reliever airport is an airport that is built or designated to provide relief or additional capacity to an area when the primary commercial airport(s) requires additional capacity, on a long-term or temporary basis. Reliever airports may also relieve the need for capacity by relocating non-jet general aviation activity from a commercial airport to a different facility.
