Sjöfartsverket
The Swedish Maritime Administration ( sv, Sjöfartsverket) is the government agency in Sweden which provides services to the transport sector by keeping the sea lanes open and safe. The agency is to a certain degree financed through fees levied on commercial shipping. The main services of the Maritime Administration include: pilotage, maintenance of marine fairways, ice-breaking, hydrographics, maritime search and rescue, seamen's service. It also maintains the lighthouses and other aids to navigation of Sweden. Until 1 January 2009, it also was responsible for maritime safety inspection. Seagoing vessels navigating the Baltic Sea must meet certain ice class requirement. While its mainly deals with merchant shipping, other maritime activities are also taken into account. The government agencies in Sweden are state-controlled organizations that act independently to carry out the policies of the Government of Sweden. The ministries are relatively small and merely policy-making organizations, allowed to monitor the agencies and preparing decision and policy papers for the government as a collective body to decide upon. A Cabinet Minister is explicitly prohibited from interfering with the day-to-day operation in an agency or the outcome in individual cases. Ice Class
Ice class refers to a notation assigned by a classification society or a national authority to denote the additional level of strengthening as well as other arrangements that enable a ship to navigate through sea ice. Some ice classes also have requirements for the ice-going performance of the vessel. Significance of ice class Not all ships are built to an ice class. Building a ship to an ice class means that the hull must be thicker, and more scantlings must be in place. Sea chests may need to be arranged differently depending on the class. Maritime safety as part of and overlapping with water safety is concerned with the protection of life (search and rescue) and property through regulation, management and technology development of all forms of waterborne transportation.
