Singapore Mediation Centre
Singapore Mediation Centre (SMC) is a not-for-profit organisation structured as a company limited by the guarantee of the Singapore Academy of Law. History In 1996, a cross-profession committee on Alternative Dispute Resolution (ADR) chaired by then Senior Parliamentary Secretary, Associate Professor Ho Peng Kee, was formed to study how mediation in Singapore could be promoted outside the courts. The Committee made two main recommendations. One of which was the creation of a commercial mediation centre under the Singapore Academy of Law. This centre, the Singapore Mediation Centre, was launched on 16 August 1997. SMC is limited by the guarantee of the Singapore Academy of Law, a body presided by the Chief Justice of Singapore and governed by a Senate, most of whose members are also judges of the Supreme Court. Ho Peng Kee
Ho Peng Kee ( zh, s=何炳基, p=Hé Bǐngjī; born 9 May 1954) is a Singaporean legal academic and former politician. A member of the governing People's Action Party (PAP), he was the Senior Minister of State in the Ministry of Law and the Ministry of Home Affairs, and a Member of Parliament representing the Nee Soon East Single Member Constituency. He announced his retirement from politics on 31 March 2011, prior to the 2011 Singapore general election. Ho was formerly an academic, and at one time the Vice-Dean of the Faculty of Law at the National University of Singapore (NUS). His academic research interests have included alternative methods of dispute settlement, consumer law and protection, the law of contract, and law and society. He retains the title of Associate Professor as he is on long-term secondment from NUS. The Singapore Academy of Law (SAL) is a statutory body in Singapore. SAL is a promotion and development agency for Singapore's legal industry. SAL also undertakes statutory functions such as stakeholding services and the appointment of Senior Counsel, Commissioners for Oaths and Notaries Public. Mediation is a structured, interactive process where an impartial third party neutral assists disputing parties in resolving conflict through the use of specialized communication and negotiation techniques. All participants in mediation are encouraged to actively participate in the process. Mediation is a "party-centered" process in that it is focused primarily upon the needs, rights, and interests of the parties. The mediator uses a wide variety of techniques to guide the process in a constructive direction and to help the parties find their optimal solution. A mediator is facilitative in that she/he manages the interaction between parties and facilitates open communication. Belinda Ang
Belinda Ang Saw Ean (born 24 April 1954) is a Singaporean judge of the Court of Appeal. Ang received her Bachelor of Laws from the Aberystwyth University, University of Wales, Aberystwyth in 1976 and her Master of Laws (with distinction) from the University College London. She was first appointed Judicial Commissioner in February 2002, Judge of the Supreme Court of Singapore, Supreme Court in January 2003, Judge of the Appellate Division of the Supreme Court in January 2021, and Justice of the Court of Appeal of the Supreme Court in November 2022. Prior to these appointments, she joined Godwin & Co in 1980 and was made junior partner in 1983. She founded Ang & Partners in 1985, and was appointed Senior Counsel in 1998. Singapore International Mediation Centre (SIMC) is an independent not-for-profit organisation in Singapore providing mediation services, through its panel of international mediators, to parties wishing to resolve their cross-border commercial disputes amicably. The centre is housed at Maxwell Chambers. A working group, co-chaired by Edwin Glasgow CBE QC and George Lim SC, was set up in April 2013 by the Chief Justice of Singapore Sundaresh Menon and the Ministry of Law to assess and make recommendations on how to develop Singapore as a centre for international commercial mediation.
