While there is no Official Opposition in Holyrood, Douglas Ross, as leader of the largest party not in government, he acts as the Leader of the Opposition. This is a list of Members of the Scottish Parliament (MSPs) who were returned to the fifth session of the Scottish Parliament. Of the 129 MSPs returned at the 2016 general election, 73 were returned from first past the post constituencies with a further 56 members returned from eight regions, each electing seven MSPs as a form of mixed member proportional representation. Parliament reconvened on 12 May 2016 with the swearing-in of MSPs and the election of the presiding officer and two deputy presiding officers. Member of the Scottish Parliament (MSP; gd, Ball Pàrlamaid na h-Alba, BPA; sco, Memmer o the Scots Pairliament, MSP) is the title given to any one of the 129 individuals elected to serve in the Scottish Parliament. Electoral system The additional member system produces a form of proportional representation, where each constituency has its own representative, and each region has seats given to political parties to reflect as closely as possible its level of support among voters. Each registered voter is asked to cast 2 votes, resulting in MSPs being elected in one of two ways: * 73 are elected as First past the post constituency MSPs and; * 56 are elected as Regional additional member MSPs. Oliver Gordon Watson Mundell (born 1 December 1989) is a Scottish politician of the Scottish Conservative Party. He has been the Member of the Scottish Parliament (MSP) for the Dumfriesshire constituency since 2016. He served as Shadow Cabinet Secretary for Education and Skills from 2021 to September 2022. Biography Born in Irvine, North Ayrshire, Mundell was educated at Moffat Academy and graduated with a first-class Bachelor of Laws from the University of Edinburgh. He was first elected in the 2016 Scottish Parliament election and shortly after was made Scottish Conservative spokesperson for community safety. Elizabeth Jane Smith (born 27 February 1960) is a Scottish politician who has been Member of the Scottish Parliament (MSP) for Mid Scotland and Fife since 2007. A member of the Scottish Conservative Party, she has served as Shadow Cabinet Secretary for Finance and the Economy since 2021. Before entering parliament, Smith was a schoolteacher and political researcher, as well as an amateur sportswoman, representing the Scottish women's cricket team. Murdo MacKenzie Fraser (born 5 September 1965) is a Scottish politician who served as Deputy Leader of the Scottish Conservative Party from 2005 to 2011. He has been a Member of the Scottish Parliament (MSP) for the Mid Scotland and Fife region since 2001. Liam is a short form of the Irish name Uilliam or the old Germanic name William. Etymology The original name was a merging of two Old German elements: ''willa'' ("will" or "resolution"); and ''helma'' ("helmet").
