Seventy-first Congress
The 71st United States Congress was a meeting of the legislature of the United States federal government, consisting of the United States Senate and the United States House of Representatives. It met in Washington, D.C. from March 4, 1929, to March 4, 1931, during the first two years of Herbert Hoover's presidency. The apportionment of seats in the House of Representatives was based on the thirteenth decennial census of the United States in 1910. Both the House and Senate remained under Republican control, with increased majorities in each chamber. And with Herbert Hoover being sworn in as President on March 4, 1929, the Republicans maintained an overall federal government trifecta. United States Capitol
The United States Capitol, often called The Capitol or the Capitol Building, is the seat of the legislative branch of the United States federal government, which is formally known as the United States Congress. It is located on Capitol Hill at the eastern end of the National Mall in Washington, D.C. Though no longer at the geographic center of the federal district, the Capitol forms the origin point for the street-numbering system of the district as well as its four quadrants. Central sections of the present building were completed in 1800. These were partly destroyed in the 1814 Burning of Washington, then were fully restored within five years. Agriculture Marketing Act
The Agricultural Marketing Act of 1929, under the administration of Herbert Hoover, established the Federal Farm Board from the Federal Farm Loan Board established by the Federal Farm Loan Act of 1916 with a revolving fund of half a billion dollars. The original act was sponsored by Hoover in an attempt to stop the downward spiral of crop prices by seeking to buy, sell and store agricultural surpluses or by generously lending money to farm organizations. Money was lent out to the farmers in order to buy seed and food for the livestock, which was especially important since there had previously been a drought in the Democratic South. However, Hoover refused to lend to the farmers themselves, as he thought that it would be unconstitutional to do so and if they were lent money, they would become dependent on government money.
