September Declaration
The September Declaration (Dutch: ''Septemberverklaring'') is the annual government policy statement of Flanders in the form of a speech by the Minister-President of Flanders to the members of the Flemish Parliament. The Declaration, drafted by the Flemish Government, informs Parliament (and citizens) about the general state of Flemish society, and the main policy and budget plans for the next year. The September Declaration is held annually on the fourth Monday in September, which is where its name comes from. The speech is more or less comparable to the Speech from the Throne in the Netherlands or the State of the Union in the United States. A more elaborate discussion of the plans commences the next Wednesday. The VRT (), is the national public-service broadcaster for the Flemish Community of Belgium. History VRT is the successor to a succession of organisations. The Belgian National Institute of Radio Broadcasting was known as the Nationaal Instituut voor de Radio-omroep (NIR) in Flemish and the L'Institut National de Radiodiffusion (INR) in French, was founded in 1930 and existed until 1960. This became the Belgische Radio- en Televisieomroep (BRT) in 1960 and the Belgische Radio- en Televisieomroep Nederlandstalige Uitzendingen (BRTN) from 1991 to 1998. The NIR/INR and BRT (Radio-Télévision Belge, or RTB, in French) had each been single state-owned entities with separate Dutch- and French-language production departments. The Federal Parliament is the bicameral parliament of Belgium. Flanders is both a cultural community and an economic region within the Belgian state, and has significant autonomy. Historically, the contemporary Flemish community (or nation, as some Flemings see it) grew out of the Catholic southern part of the medieval XVII provinces of the Low Countries. The Federal Government of Belgium ( nl, Federale regering, french: Gouvernement fédéral, german: Föderalregierung) exercises executive power in the Kingdom of Belgium. A government policy statement is a declaration of a government's political activities, plans and intentions relating to a concrete cause or, at the assumption of office, an entire legislative session. In certain countries they are announced by the head of government or a minister of the parliament. In constitutional monarchies, this function may be fulfilled by the Speech from the Throne. In Germany and Austria, the Chancellor submits a government policy statement (''Regierungserklärung'') at the beginning of the session of the Bundestag (in Austria: Nationalrat), in which they announces the intended policies of the government during the next legislative session.
