Selection Committee (Hong Kong)
The Selection Committee was an electoral college created by the Preparatory Committee in 1996 for electing the first chief executive and Provisional Legislative Council after the establishment of the Hong Kong Special Administrative Region. The Selection Committee was responsible for recommending and electing the candidate for the first chief executive through local consultations. The ambit of the Selection Committee as later expanded by the Preparatory Committee to include responsibility for the selection of the 60 members of the Provisional Legislative Council. Under the Basic Law, the Selection Committee would have 400 members made up of Hong Kong permanent residents. The 1990s in Hong Kong marked a transitional period and the last decade of colonial rule in Hong Kong. Background The 1984 Sino-British Joint Declaration paved the way for a series of changes that would facilitate the transfer of sovereignty from the United Kingdom to the People's Republic of China (PRC). In July 1992, Chris Patten was appointed as the last British Governor of Hong Kong. By contrast with his predecessors, Sir Edward Youde and Sir David Wilson, Patten had little experience with Hong Kong or China, and spoke neither Mandarin nor Cantonese. Elections In Hong Kong
Elections in Hong Kong take place when certain political offices in the government need to be filled. Hong Kong has a multi-party system, with numerous parties in the Legislative Council. The Chief Executive of Hong Kong is nonpartisan but has to work with several parties to form a coalition government. Every four years, ninety representatives are chosen to sit on the unicameral Legislative Council of Hong Kong (LegCo). Twenty seats representing the geographical constituencies are returned by popular vote, thirty seats representing the functional constituencies are elected through smaller closed elections within business sectors, and the remaining forty seats representing the Election Committee constituency are chosen by members of the Election Committee. British Hong Kong
Hong Kong was a colony and later a dependent territory of the British Empire from 1841 to 1997, apart from a period of occupation under the Japanese Empire from 1941 to 1945 during the Pacific War. The colonial period began with the British occupation of Hong Kong Island in 1841, during the First Opium War between the British and the Qing dynasty. The Qing had wanted to enforce its prohibition of opium importation within the dynasty that was being exported mostly from British India, as it was causing widespread addiction among its populace. The island was ceded to Britain by the Treaty of Nanking, ratified by the Daoguang Emperor in the aftermath of the war of 1842. It was established as a crown colony in 1843. Preparatory Committee For The Hong Kong Special Administrative Region
The Preparatory Committee for the Hong Kong Special Administrative Region was a body established by the People's Republic of China government on 26 January 1996 for the transition of the Hong Kong sovereignty in 1997. The Preparatory Committee was responsible for implementation work related to the establishment of the HKSAR, including the prescription of the method for the formation of the first government and first Legislative Council and establishment of the Selection Committee, which in turn was responsible for the selection of the first chief executive and the members of the Provisional Legislative Council. The Preparatory Committee consisted of 150 memberes with 94 Hong Kong appointees and 56 Mainland appointees.
