Secretary-General Of The Council Of The European Union
The Secretary-General of the Council of the European Union heads the General Secretariat of the Council of the European Union. In April 2015, the Council appointed the Danish diplomat Jeppe Tranholm-Mikkelsen as Secretary-General of the Council for the period from 1 July 2015 to 30 June 2020. He was appointed for a second term on 29 April 2020. The second, five-year term runs from 1 July 2020 to 30 June 2025. Previously, the post holder was also the High Representative for the Common Foreign and Security Policy, President of the European Defence Agency and the Western European Union. The Treaty of Amsterdam created the office of the High Representative for the Common Foreign and Security Policy and specified that the Secretary-General would occupy that position simultaneously. The Council of the European Union, often referred to in the treaties and other official documents simply as the Council, and informally known as the Council of Ministers, is the third of the seven Institutions of the European Union (EU) as listed in the Treaty on European Union. It is one of two legislative bodies and together with the European Parliament serves to amend and approve or veto the proposals of the European Commission, which holds the right of initiative. The Council of the European Union and the European Council are the only EU institutions that are explicitly intergovernmental, that is, forums whose attendees express and represent the position of their Member State's executive, be they ambassadors, ministers or heads of state/government. Christian Calmes
Christian Calmes (11 July 1913 – 5 July 1995) was a Luxembourg civil servant, lawyer, and historian. He served as Secretary-General of the precursor to the Council of the European Union from its inception as part of the European Coal and Steel Community in 1952 until 1973. He attended the Lycée classique in Echternach, before studying law in Strasbourg and Paris. In 1940, as a sign of protest against the Nazi occupation of Luxembourg he closed his legal firm, and became a manual labourer in Karelshaff near Colmar-Berg. As a member of the Resistance, he was imprisoned in October 1943 in the Grund, and was later interned in Hinzert concentration camp for 18 months. After escaping in March 1945, he hid until the end of the war. After the war, he worked again as a lawyer, then worked for the government from 1947, as an attaché, legation secretary, government councillor and highest-ranking diplomat in the foreign ministry. The political structure of the European Union (EU) is similar to a confederation, where many policy areas are federalised into common institutions capable of making law; the competences to control foreign policy, defence policy or the majority of direct taxation policies are mostly reserved for the twenty-seven state governments (the Union does limit the level of variation allowed for VAT). These areas are primarily under the control of the EU's member states although a certain amount of structured co-operation and coordination takes place in these areas. The president of the European Council is the person presiding over and driving forward the work of the European Council on the world stage. This institution comprises the college of heads of state or government of EU member states as well as the president of the European Commission, and provides political direction to the European Union (EU). From 1975 to 2009, the head of the European Council was an unofficial position (often referred to as the President-in-Office) held by the head of state or government of the member state holding the semiannually rotating presidency of the Council of the European Union at any given time. Uwe Corsepius
Uwe Corsepius (born 9 August 1960) is a German diplomat, and former Secretary-General of the Council of the European Union. He was succeeded by Jeppe Tranholm-Mikkelsen. Early life and education Uwe Corsepius was born in Berlin, Germany. In 1984 he earned a degree in economics from the University of Erlangen-Nuremberg. He is regarded as a disciple of the renowned economist Horst Steinmann. He earned his doctorate at the Kiel Institute for the World Economy (Institut für Weltwirtschaft). Career In 1990 Corsepius became a civil servant in the Federal Ministry of Economy and Labour. From 1992, he worked at the International Monetary Fund in Washington. The General Secretariat of the Council of the European Union, also known as Council Secretariat, assists the Council of the European Union, the Presidency of the Council of the European Union, the European Council and the President of the European Council. The High Representative of the Union for Foreign Affairs and Security Policy (HR/VP) is the chief co-ordinator and representative of the Common Foreign and Security Policy (CFSP) within the European Union (EU). The position is currently held by Josep Borrell Fontelles. The Treaty of Amsterdam had established the position of High Representative for Common Foreign and Security Policy.
