{{Notability, date=October 2022 The Secret State Conference (german: Geheime Staatskonferenz) was the ''de jure'' advisory body to Emperor Ferdinand I of Austria and the ''de facto'' ruling cabinet (government), cabinet of the Austrian Empire from 1836 to 1848, during the ''Vormärz'' era. Establishment When Emperor Francis II, Holy Roman Emperor, Francis I of Austria died on 2 March 1835, his incapable son Ferdinand I succeeded to the throne. To preserve the Austrian autocracy, autocratic system, Francis had taken precautions, and his last will ordered the establishment of a Secret State Conference. The panel held its constituent meeting on 12 December 1836. Archduke Franz Karl Joseph of Austria (17 December 1802 – 8 March 1878) was a member of the House of Habsburg-Lorraine. He was the father of two emperors: Franz Joseph I of Austria and Maximilian I of Mexico. The House of Lorraine (german: link=no, Haus Lothringen) originated as a cadet branch of the House of Metz. It inherited the Duchy of Lorraine in 1473 after the death without a male heir of Nicholas I, Duke of Lorraine. Count Franz Anton von Kolowrat-Liebsteinsky ( cs, František Antonín Kolovrat-Libštejnský; 31 January 1778 – 4 April 1861) was Bohemian noble and Austrian statesman from the House of Kolowrat. Archduke Louis, Prince Royal of Hungary and Bohemia and Prince of Tuscany (Louis Joseph Anton Johann; 13 December 1784 – 21 December 1864), was the 15th child of Holy Roman Emperor Leopold II, King of Hungary and Bohemia, Grand Duke of Tuscany, and Infanta Maria Luisa of Spain. Autocracy is a system of government in which absolute power over a state is concentrated in the hands of one person, whose decisions are subject neither to external legal restraints nor to regularized mechanisms of popular control (except perhaps for the implicit threat of a coup d'état or other forms of rebellion).
