Statute
A statute is a formal written enactment of a legislative authority that governs the legal entities of a city, state, or country by way of consent. Typically, statutes command or prohibit something, or declare policy. Statutes are rules made by legislative bodies; they are distinguished from case law or precedent, which is decided by courts, and regulations issued by government agencies. Publication and organization In virtually all countries, newly enacted statutes are published and distributed so that everyone can look up the statutory law. This can be done in the form of a government gazette which may include other kinds of legal notices released by the government, or in the form of a series of books whose content is limited to legislative acts. In either form, statutes are traditionally published in chronological order based on date of enactment. A universal problem encountered by lawmakers throughout human history is how to organize published statutes. Such publications h ...

Jervis Bay Territory
The Jervis Bay Territory (; JBT) is an internal territory of Australia. It was established in 1915 from part of New South Wales (NSW), in order to give the landlocked Australian Capital Territory (ACT) access to the sea. It was administered by the Department of the Interior (and later by the Department of the Capital Territory) as if it were part of the ACT, although it has always been a separate Commonwealth territory. The perception that it is part of the ACT stems from the fact that under the terms of the Jervis Bay Territory Acceptance Act 1915, the laws of the ACT apply to the Jervis Bay Territory. In 1989, when the ACT achieved Self-governance, self-government, the Department of the Arts, Sport, the Environment, Tourism and Territories took over responsibility for the JBT's administration; it has since been administered by various Commonwealth departments responsible for territories. History Jervis Bay has a long history of Aboriginal Australians, indigenous Australia ...

Australian Capital Territory
The Australian Capital Territory (commonly abbreviated as ACT), known as the Federal Capital Territory (FCT) until 1938, is a landlocked federal territory of Australia containing the national capital Canberra and some surrounding townships. It is located in southeastern Australian mainland as an enclave completely within the state of New South Wales. Founded after Federation as the seat of government for the new nation, the territory hosts the headquarters of all important institutions of the Australian Government. On 1 January 1901, federation of the colonies of Australia was achieved. Section 125 of the new Australian Constitution provided that land, situated in New South Wales and at least from Sydney, would be ceded to the new federal government. Following discussion and exploration of various areas within New South Wales, the ''Seat of Government Act 1908'' was passed in 1908 which specified a capital in the Yass-Canberra region. The territory was transferred to the ...

Robert Garran
Sir Robert Randolph Garran (10 February 1867 – 11 January 1957) was an Australian lawyer who became "Australia's first public servant" – the first federal government employee after the federation of the Australian colonies. He served as the departmental secretary of the Attorney-General's Department from 1901 to 1932, and after 1916 also held the position of Solicitor-General of Australia. Garran was born in Sydney, the son of the journalist and politician Andrew Garran. He studied arts and law at the University of Sydney and was called to the bar in 1891. Garran was a keen supporter of the federation movement, and became acquainted with leading federalists like George Reid and Edmund Barton. At the 1897–98 constitutional convention he served as secretary of the drafting committee. Jervis Bay Territory Acceptance Act 1915
The Jervis Bay Territory Acceptance Act 1915 is an Act of the Parliament of Australia which followed the New South Wales ''Seat of Government Surrender Act 1915''. The Act created the Territory of Jervis Bay, subject to the laws of the Federal Capital Territory (FCT). While the Act's use of the language of "annexed" is sometimes interpreted as implying that the Jervis Bay Territory was to form part of the Federal Capital Territory, the accepted legal position is that it has been a legally distinct territory from its creation, despite being subject to FCT/ACT law and (prior to ACT self-government in 1988) being administratively treated as part of the FCT/ACT. See also *History of the Australian Capital Territory *Territorial evolution of Australia The first colonies of the British Empire on the continent of Australia were the penal colony of New South Wales, founded in 1788, and the Swan River Colony (later renamed Western Australia), founded in 1829. History Of The Australian Capital Territory
The history of the Australian Capital Territory (ACT) as a separate administrative division began in 1911, when it was transferred from New South Wales to the Australian federal government. The territory contains Australia's capital city Canberra and various smaller settlements. Until 1989, it also administered the Jervis Bay Territory, a small coastal region. Indigenous Australians have lived in the present-day ACT for at least 20,000 years. The area formed the traditional lands of the Ngambri people and several other linguistic groups. It was incorporated into the Colony of New South Wales with British settlement in 1788, but no white person reached the area until Joseph Wild in 1820. In 1824, Joshua Moore built a homestead named ''Canberry'', whose name was derived from a local Aboriginal language; its meaning is disputed. Further homesteads and stations were established over the course of the 19th century. These were initially large properties used for sheep and cattle grazin ...
