Sarıçam Municipality
Sarıçam is a district-municipality in the Adana Province of Turkey. Southern section of the district is part of the Adana Urban Area. The district is located north of the Yüreğir district, east of the Seyhan River and the Seyhan Reservoir. It consists of former townships that are amalgamated to the city of Adana in 2008. Çukurova University, Adana Science and Technology University, the New Adana Stadium and the Adana Industrial Park are located in Sarıçam. Governance Sarıçam district is administered by three levels of government; central government, provincial administration and the municipalities. Sarıçam Governorship is the district branch of the central government operating under the Adana Governorship. The chief executive of the Sarıçam district is the District Governor who is appointed by the Ministry of Internal Affairs. Çukurova University
Çukurova University ( tr, Çukurova Üniversitesi) is a public university in Adana, Turkey. The university has sixteen faculties, three colleges, seven vocational colleges, three institutes and twenty six research and application centers. The university campus is located away from Adana city center, by the Seyhan Dam Lake. The university, with its 1903 teaching staff, offers courses to over 40,000 undergraduate, post graduate and doctorate students. Muhtar (title)
A muhtar is the elected village head in villages of Turkey. In cities, likewise, each neighbourhood has a muhtar but with a slightly different status. Muhtars and their village councils ( tr, Azalar or Ä°htiyar heyeti) are elected during local elections for five years. However, political parties are not permitted to nominate candidates for these posts. Rural muhtars In each village, the muhtar is the highest elected authority of the village. D'Hondt Method
The D'Hondt method, also called the Jefferson method or the greatest divisors method, is a method for allocating seats in parliaments among federal states, or in party-list proportional representation systems. It belongs to the class of highest-averages methods. The method was first described in 1792 by future U.S. president Thomas Jefferson. It was re-invented independently in 1878 by Belgian mathematician Victor D'Hondt, which is the reason for its two different names. Motivation Proportional representation systems aim to allocate seats to parties approximately in proportion to the number of votes received. In a first-past-the-post electoral system (FPTP or FPP), formally called single-member plurality voting (SMP) when used in single-member districts or informally choose-one voting in contrast to ranked voting, or score voting, voters cast their vote for a candidate of their choice, and the candidate who receives the most votes wins even if the top candidate gets less than 50%, which can happen when there are more than two popular candidates.
